A Framework for Planning Organizational Diversity

Applying Multicultural Practice in Higher Education Work Settings

Cox’s model is used to determine whether a unit is on its way to becoming an effective multicultural organization, highlighting strengths and areas for improvement.

Abstract: The study described in this article investigated diversity in a unit within a postsecondary institution using the model described by Cox in Creating the Multicultural Organization by verifying the unit’s view of diversity, examining existing strategies used for diversity, evaluating consistencies, and identifying areas of improvement. The study included an analysis of unit employees to verify broad diversity by race and gender and an interview with senior leadership about the strategic plan for the unit on matters related to diversity. Overall analysis showed that the unit is doing better than most peer institutions in hiring female and minority candidates for positions. However, there are gaps in the unit’s approach to diversity that impact its ability to be an effective multicultural organization.

P3 Performance for Higher Education

This is a SCUP Fellow Research Project Final Report for the 2016–2017 program. The researcher’s intention was to better understand P3 models and learn how they have performed, possibly generating some useful lessons for how P3 models can be applied with desired outcomes.
Abstract: Public-Private Partnership (“P3”) procurement models for built infrastructure serving higher learning institutions started to gain attention in North America in the late 1990s—mostly as an alternative approach to adding student housing at select universities and colleges. More recently, P3 models have been applied to a diverse range of higher learning projects, with some serving core academic and research functions.

Although many institutions are considering P3 approaches among their options to address emerging pressures to expand or update their facilities, their implementation is not yet common. The researcher’s intention was to better understand P3 models and learn how they have performed, possibly generating some useful lessons for how P3 models can be applied with desired outcomes.

Why Is RCB/RCM Never Fully Deployed?

Despite its promise of revenue generation, cost reduction, and a host of other benefits, what is it about RCB/RCM that leads universities to deploy it only partially?

Abstract: After its first application nearly 40 years ago, responsibility center budgeting/responsibility center management (RCB/RCM) is now in place at nearly 70 major North American universities. An unstudied fact is that despite its popularity RCB/RCM is rarely deployed to its fullest extent. Instead, it usually exists in parallel with conventional planning and budget models. This study asks why, instead of fully implementing RCB/RCM, universities have chosen to apply it partially. The study finds multiple explanations. On the revenue side, some universities hold back a portion of income to create funds that are used to underwrite institution-wide strategies or subsidize mission-central academic programs that cannot be fiscally sustained under RCB/RCM. In other cases, revenue is held back to fund shared “public utility” services, while in still others the practice of holding back revenue for allocation by some other means is due to difficulty in drawing a functional line between the “academic” and the “non-academic.” On the cost side, some universities have limited the application of RCB/RCM in order to limit market behavior and forestall “fragmentation” (Burke 2007). The study points to several problems in both the practice and theory of RCB/RCM. For example, models meant in theory to complement RCB/RCM may in practice compete with it or promote monopolistic behavior.

The Creation of an Integrated Services Division to Advance University Strategic Initiatives

Combining the typically siloed services required to support the strategic work of universities into one department results in more effective integrated planning and institutional advancement.

Abstract: The services required to support the strategic work of universities often exist in silos, and this disconnection can impede the advancement of new initiatives. To prepare for a complex new program, a number of analytical processes need to occur—background research, environmental scans, and benchmarking. To develop the initiative, strong facilitation and project management skills are also required. To ensure the initiative’s success, careful space planning and financial planning must exist along with the development of evaluative measures to monitor progress. This article describes how one university combined these services into a single department to more effectively support the strategic work of schools, divisions, and campus-wide programs.

Peer Engagement as a Common Resource

Managing Interaction Patterns in Institutions

This research project introduces a common means for researchers in space design, education, and information science to develop principles and best practices to improve return on investment in the design of informal learning environments.
Abstract: This report was produced by the researcher awarded the M. Perry Chapman Prize for 2014–2015.

While face-to-face collaboration has been theorized to be a key element in intellectual development and cognition, no formal method of quantitative measurement has been applied to understand collective face-to-face learning in academic institutions or how patterns of interaction and individual reflection may reveal information exchange among students within educational institutions. To address this gap, this study introduces a novel tool and framework to promote the systematic study of peer collaboration for general use in education.

Results of this applied research will be useful to architects, interior designers, librarians, educators, and researchers interested in obtaining empirical evidence and applying it to the design of learning environments and the assessment of how well spaces intentionally relate to learning. This research project introduces a common means for researchers in space design, education, and information science to develop principles and best practices to improve return on investment in the design of informal learning environments.

Succeeding at Planning Survey Report

Results from the 2015 Survey of Higher Education Leaders

SCUP partnered with the Baker Strategy Group in 2015 to conduct a study with more than 2,200 leaders who plan at colleges and universities. Several themes emerged around planning challenges and how to respond, which are explored in this report.
Abstract: Succeeding at integrated planning at colleges and universities is a challenge. Many planning models do not work in higher education because they are not designed for higher education. Planning processes designed for corporations or non-profits do not account for the complex environment of higher education nor its unique challenges.

Many institutions struggle to leverage planning into lasting change because they create plans in a vacuum. They do not grasp the institution’s strategic issues or create a sound value proposition. They are not prepared for good planning.

To provide guidance on where to prioritize efforts, SCUP partnered with the Baker Strategy Group in 2015 to conduct a study with more than 2,200 leaders who plan at colleges and universities, and ran quantitative analysis on their responses. Several themes emerged around planning challenges and how to respond, which are explored in this report.

Maximizing Impact

Purposefully Incorporating Diversity Efforts Within Postsecondary Systemwide and Institutional Strategic Plans

Only when diversity is purposefully included in a strategic plan can true diversity strategic planning take place.

Abstract: Postsecondary institutions are increasingly becoming more diverse. To ensure that the campus culture is appreciative of such diversity, many institutions are including language in their policies and implementing programs that demonstrate their commitment to diversity. One such means for communicating institutional commitment to diversity is through the strategic plan. As the basis for establishing institutional priorities and determining which initiatives get funded, the strategic plan can reflect the institution’s true commitment to diversity by purposefully incorporating plans for diversity throughout the document. This research sought to understand what was already being done in regard to diversity and strategic planning at both the system and individual institution level so that information can be relayed about what works and has the greatest impact and therefore should be considered when developing a strategic plan that pays attention to and appreciates diversity. Findings suggest that although institutions are including diversity initiatives in their strategic plans, there needs to be greater attention paid to diversity within the strategic plan.

Does Space Matter?

Assessing the Undergraduate “Lived Experience” to Enhance Learning

Developing an understanding of the lived student experience in relation to physical space is critical in order for designers to create spaces that work for the mobile, fast-paced, and multifaceted lives of university students.

Abstract: Student learning takes place both inside and outside of the classroom, yet a general understanding of student-user experiences in spaces outside of a classroom and the effect of those spaces on student experiences is limited. A collaborative research project conducted by the Georgia Institute of Technology and Herman Miller, Inc., aimed to understand the modes of use and behaviors among students at the G. Wayne Clough Undergraduate Learning Commons (Clough Commons). In particular, researchers wanted to study the relationship between physical space and the user experience in that space. Researchers referred to this as the “lived experience” of Clough Commons. The research took place over the course of a semester, and methods included the application of digital ethnography tools, observation, walk-up user interviews, and analysis of existing building-use data. From our research, we developed 11 use modes that describe the user activities and behaviors in Clough Commons. The use modes are meant to help designers take a more empathetic approach to design and problem solving by understanding the lived experiences of students within physical spaces. Use modes can also uncover opportunities for improving the environment to best serve student engagement and interaction. In this article, we discuss the use modes and design recommendations from our research at Clough Commons and how they may be applicable to other learning environments.

Developing Research Methods for Analyzing Learning Spaces That Can Inform Institutional Missions of Learning and Engagement

This research report explores the value of applying social science approaches to learning space design, toward understanding how students’s perceptions of campus space affect their learning experience.
Abstract: This report was produced by the research team awarded the M. Perry Chapman Prize for 2013–2014.

As the recipients of the 2012–2013 Perry Chapman Prize show in their report, Research on Learning Design: Present State, Future Directions, the study of learning spaces in tertiary education is an emerging field in which the key issues are to “establish a body of knowledge that will guide the design, remodel, and use of new and existing learning spaces” and “evaluate these learning spaces by developing research to determine whether and how they fulfill their purposes.”

This report aims to produce complementary work by addressing the larger context of the university campus and students’ perceptions and experiences of their learning at the tertiary level more generally. Rather than starting from environmental psychology or behaviorist models, it explores the value of applying contemporary approaches from the social sciences to learning space design, an approach increasingly being developed. This, however, is not just a matter of applying a different research method; it also concerns the underlying problem of how we conceptualize relationships between material space and its occupation both generally and specifically in relationship to learning. In fact, over the last few years, theorists across many disciplines that deal with material space—such as geography, anthropology, and science and technology studies—have been critically examining precisely this issue of rethinking how to conceptualize the interrelationships between space, people, artifacts, and activities.
