The Case of the Anchor Dashboard Learning Cohort

Abstract: Within the last several years, higher education institutions have embraced the language of an “anchor mission” to define their place-based commitments. This case analysis details the role of data in promoting systematic local change in six institutions participating in the Anchor Dashboard Learning Cohort. These institutions committed to measuring community impact through the Anchor Dashboard, a tool to understand and enhance local commitments along several social and economic dimensions. This article details the promises and pitfalls of developing an institution-wide, place-based mission led from different institutional levels—from the president’s office to faculty-led centers—using this data tool.

By engaging employees as “owners” they can actively manage the forces and operational processes during plan implementation, monitoring, and controlling. Working with data-based performance metrics aids employees—and even students— in decision-making to evaluate options that affect performance thereby influencing the outcome. This session provides insight into KSU’s approach on engagement across the university.

Despite the demonstrated success of the model, it has not been widely used in higher education. This article compares and contrasts the use of the Balanced Scorecard by two small, private colleges. The article includes examples of how the model was implemented, how it is used for cyclical improvement, and how it can be used to improve communication concerning institutional planning.
