P3 Performance for Higher Education

This is a SCUP Fellow Research Project Final Report for the 2016–2017 program. The researcher’s intention was to better understand P3 models and learn how they have performed, possibly generating some useful lessons for how P3 models can be applied with desired outcomes.
Abstract: Public-Private Partnership (“P3”) procurement models for built infrastructure serving higher learning institutions started to gain attention in North America in the late 1990s—mostly as an alternative approach to adding student housing at select universities and colleges. More recently, P3 models have been applied to a diverse range of higher learning projects, with some serving core academic and research functions.

Although many institutions are considering P3 approaches among their options to address emerging pressures to expand or update their facilities, their implementation is not yet common. The researcher’s intention was to better understand P3 models and learn how they have performed, possibly generating some useful lessons for how P3 models can be applied with desired outcomes.

Schools like the University of Washington, Babson College, and Arizona State University are leading the way on new collaborations. In this article, Sasaki planners and urban designers examine how design disruption will guide the development of campuses that enable 21st-century teaching, learning, and research paradigms.

Abstract: Public-private partnerships—in which public and private sector entities partner to deliver a service or facility for the use of the general public—are spreading in the United States and elsewhere as cash-strapped public entities seek investment funds from private sources. However, it is important not to let immediate challenges and opportunities cause one to lose sight of long-term obligations. In this article, we underscore the importance of taking the long view and share lessons learned regarding finance, planning, and negotiation at institutions that have employed the P3 process. We also offer additional best practices regarding campus master planning to ensure a successful P3 process while maintaining the long-term integrity of the campus.

Abstract: “Designing Innovative Campuses For Tomorrow’s Students” explores increasing investment by higher education institutions in new programs and facilities that boost on-campus innovation and entrepreneurship. This trend is a response, in part, to the changing expectations and demands of Millennial and Generation Z students and their future employers. The impact of this movement, though, goes far beyond those constituencies—changing everything from campus housing to the economic development role of higher education institutions. The examples of Clemson University’s Watt Family Innovation Center and the University of Florida’s Infinity Hall are provided to illustrate the scope of influence and success of these changes.

He wrote nine books and numerous articles on planning and design and was a founder of the Society for College and University Planning. He led consulting firms since the early 1960s, including most recently, Dober Lidsky Mathey, a firm specializing in campus planning and facility planning services.

Abstract: Modern design and planning are routinely confounded by endemic conditions of deep fragmentation, rampant bureaucratization, and ineffective regulation. Such barriers hamper our ability to succeed in the execution of responsive, responsible, and superb ventures. Added to the mix are cost escalation, outdated technologies, cumbersome techniques, conservative posturing, and the damages of “value” engineering. In such a milieu, it becomes extremely difficult to move from concept through construction with clarity, continuity, and even integrity. Abandoned are often the inspiring, enduring, and delightful qualities that elevate buildings to Architecture. Innovative mindsets and methods must be realized to improve the quality of our built environments, especially considering resources are limited, expectations are soaring, and the need for change is non-negotiable. The author presents a holistic integrative framework for more successful and sustainable environmental design. Included are considerations of agility, fitness, diversity, and delight—aspects that loom large in equations for ingenuity in contemporary times.

Abstract: This book shows how a campus is defined through its physical image—buildings and landscapes are designed to communicate the institution's purpose, presence and domain as well as generate an image charged with symbolism. Design principals, methods, and procedures with wide applications are described. Two key design components, placemaking and placemaking, are used as the basis for numerous case studies. Originally published by John Wiley & Sons in 1992, re-published by SCUP in 2003.

In the new foreword, Dober notes that “there is an ever-widening realization that a distinctive sense of place can have a positive impact on recruiting and retaining students, faculty, staff, trustees, and governing boards.” That makes the reprinted-in-full edition of this 1992 campus planning classic a required reference for all who care about the planning and development of an institution's buildings, grounds, and surroundings.

Abstract: There are good reasons—educational, economic, sociological—for educational institutions to coexist on the same site or even in the same building with governmental, residential, or commercial functions. At the same time there are roadblocks to such joint-occupancy arrangements, particularly for public institutions, in the laws governing the financing of public buildings and in bureaucratic inertia.
