Abstract: FLEXSpace—The Flexible Learning Environments eXchange—and the Learning Space Rating System (LSRS) are tools that can help you plan, design, assess, and improve learning spaces on your campus. In this session, you will learn about the newly released FLEXspace 2.0 along with the LSRS. We'll cover the features and benefits of both tools and how they can be incorporated into the planning process. Come learn how to use these tools to inform designs and support end users from planning through post occupancy.

Abstract: A state mandate to increase undergraduate enrollment, the aspiration to achieve an Association of American Universities institution profile, and a desire to become carbon neutral—we'll discuss how the University of California (UC) Riverside negotiated these competing challenges while developing its master plan. Innovation is key while achieving access improvements, research aspirations, and environmental stewardship objectives. We'll share how community college districts, private colleges, and other institutions are implementing practical solutions to the new century's challenges while maintaining the institution’s sense of place and heritage.

Abstract: For most institutions of higher learning to thrive amid the shifting demographics, financial outlooks, and value propositions of the 21st century, they must design and implement change that is comprehensive rather than compartmental. Since such change comes hard to institutions steeped in century-old traditions, there are few colleges or universities that have undertaken it. Hiram College (OH) is an exception. Given the dearth of lessons from the field, the Hiram College president offers this constructive and realistic example of systemic change and the five possible steps that academic leaders and trustees elsewhere might consider before triggering it.

Abstract: The Tennessee Promise has become a cornerstone of Tennessee’s higher education initiatives and has propelled the state to the forefront as a national leader in supporting higher education opportunities for high school graduates. Through a state-established endowment, the funding for the first two years of community or technical college is available to all high school graduates. The program combines student timeliness in complying with requirements and completing service activities, community mentors and involvement, high school counseling and marketing, and college engagement. This article provides an explanation of the Promise program and an overview of its implementation at two distinct Tennessee community colleges.

Abstract: State institutions of higher education in Connecticut are experiencing a dramatic and unprecedented period of change: the consolidation of four universities and 13 community colleges into Connecticut State Colleges & Universities (CSCU) and the creation of a new administrative structure. This article charts the early stages of this process, presenting events as they unfolded during Governor Dannel Malloy’s first term beginning in January 2011, through his November 2014 reelection, until his state budget was passed in June 2015.

Advocates of systemness in higher education are challenged to balance the promise of centralized leadership and localized prerogative in designing and implementing policy. Systemness offers the promise of synergy and innovation within and across the system guided by common purpose and vision.

This article discusses five specific implementation processes and challenges: a systemwide credit transfer articulation program; Southern Connecticut State University’s early Transform CSCU 2020 initiatives; an ongoing effort throughout CSCU to develop a systemwide identity; the potential impact of budget constraints on systemness; and difficulties selecting and developing administrators and leaders.

Abstract: A university’s strategic plan sets out its intent to reach higher, innovative levels to be considered prominent, a market leader, or universally recognized for excellence. By engaging employees as “owners” they can actively manage the forces and operational processes during plan implementation, monitoring, and controlling. Working with data-based performance metrics aids employees—and even students— in decision-making to evaluate options that affect performance thereby influencing the outcome. This session provides insight into KSU’s approach on engagement across the university.

Abstract: The article discusses the challenges that community colleges face in increasing college degree completion in an era of budget reductions and fiscal constraints. The analysis draws on data collected in the 2011 Survey of Access and Finance in which responses were obtained from all 51 members of the National Council of State Directors of Community Colleges (NCSDCC).

Abstract: This article surveys the impact of state oversight and fiscal policy on universities’ revenue structures with special attention to tuition and state appropriations. It highlights the difficulties that arise for financial planners who face increasing state oversight, diminishing state support, and significant reliance on increases in tuition and fees. It also considers the impacts of restrictive state fiscal policies on financial planning. The author suggests that as institutional planners seek out the factors affecting revenues, it is sensible for them to consider the consequences of state oversight and state fiscal policy in their assessment of the internal and external fiscal environments.

Abstract: University strategic planning is typically well structured with attention to both process and outcomes. However, plans are frequently not implemented in an equally process-driven manner. As a result, the product of planning efforts may not lead to the anticipated change or may even remain “on the shelf.” This article describes how Philadelphia University is using “action research” during strategic plan implementation in order to optimize campus commitment, facilitate organizational learning, and support the sustainability of change.

Abstract: So, what’s happening ‘down under’ in campus sustainability? Providing an international context, our authors use Australian examples to describe planning for campus greening, learning for sustainability (curriculum), institutional learning, and competency-based training initiatives.
