Strategic Planning at the Division Level

Abstract: Planning for a division within a university can be difficult; you must align to the larger institutional plan while also considering your division's unique mission and challenges. This session will describe the strategic planning process for a college within a university. We'll describe how we included more than 500 stakeholders, discussed enrollment declines and the upcoming demographic changes that will impact most colleges, and how we focused the plan on mission and innovation. You will leave with a blueprint for the planning process we used, from self study to training facilitators to final plan release.

Abstract: When St. Cloud State University found itself with too much aging infrastructure but not enough right-sized spaces or enough funding or rationale for new facilities, their comprehensive facilities planners took a deep dive into data. They used a highly inclusive process to create a CFP that guided strategic decisions and shifted institutional culture.

Abstract: A budget model shapes the way a campus operates in a fundamental way. Redesigning a campus budget model could actually happen relatively quickly from a technical standpoint. However, extensive engagement, collaboration, and conversation are key to a successful implementation. In this article, the authors chart the budget model redesign process at UC Riverside, which followed a uniquely grassroots approach. Changing the budget model at UC Riverside was about changing mind-sets, incentives, and behaviors—not just about the numbers. UC Riverside’s phased approach to its redesign process may be instructive to other higher education institutions considering undertaking such a major change initiative.

A Collaborative, Ongoing University Strategic Planning Framework

Process, Landmines, and Lessons

Planners at Cleveland State University describe that institution’s highly communicative and participatory strategic planning process.

Abstract: This article examines the strategic planning process at Cleveland State University, a large metropolitan state university in Ohio. A faculty-administrative team used a communicative planning approach to develop a collaborative, ongoing, bottom-up, transparent strategic planning process. This team then spearheaded the process through plan development and the early stages of implementation and evaluation. The article presents the framework for this process in detail and includes a three-year timetable. The authors discuss the unexpected landmines that threatened to undermine the process and the important lessons learned in the hopes that this will aid other universities in their strategic planning efforts.
