This report describes an interactive instructional television system that enables on-the-job scientists to keep up with new information by "telecommuting," rather than actually commuting, to the campus.

The Budget Cycle as a Basis for Decision Making in Higher Education

Abstract: As higher education institutions shift from a growth orientation to one of redistributing existing resources, budgeting can play a major innovative role. The author describes a dynamic budgeting approach in which he isolates a number of roles in the budgetary process, shows how these roles interact, and suggests how a budget can be redesigned, according to specific need, without complete reorganization from the top. The article has been adapted from his presentation at SCUP's 10th Annual International Conference, held July 1975 in Minneapolis.

The Faculty Role in Collaborative Planning

Abstract: What is the role of the faculty in collaborative planning? The authors review the discussion of this question at SCUP's Academic Planning Workshop, held April 1975 in Boston. They note that studies supported by the Fund for the Improvement of Post Secondary Education, the Kellogg Foundation, and a number of state and regional planning groups point out the need for collaboration between faculty and administrators that aims to integrate traditional faculty perogatives with other variables of institutional renovation. This article suggests areas of difficulty and guidelines for dealing with problems in the collaboration process at a time when institutions frequently encourage faculty participation in planning.

A Major Step for Solar Heating

Abstract: An eight-year-old, rapidly growing institution serving the Denver metropolitan area will soon have the nation's largest installation heated by solar energy. To construct the North Campus of the Community College of Denver, state agencies and legislators have agreed to fund a project with 8 percent higher initial costs in anticipation of long-term savings. In this article, the author describes the evolution of this significant project.

Cooperative Planning at the Oklahoma Health Center

Abstract: Increasing competition for limited funds has encouraged public insititutions to continue the search for ways to get better performance from existing facilities. In this article, the authors describe how this objective is being achieved at the Oklahoma Health Center. This project is demonstrating the significant capital and operating cost savings, as well as qualitative gains, that can be achieved by cooperative planning between educational institutions and organizations providing patient care.
