A Resource and Planning Toolkit for Universities in Africa

There is a significant gap in the level of development of higher education processes and structures between the institutions of the developing world and the well-established universities of places like North America and Europe.

Abstract: All universities need an integrated plan to chart their path through these turbulent times and amidst the changing expectations of higher education. This is especially true for universities in developing countries. Such universities operate with very scarce resources and limited depths of expertise, but still seek to respond to surging demand. The result is a strain on these universities and a threat to quality. This article introduces the processes and concepts of planning and development for universities in developing countries, focusing mostly on the African context. Our premise is that the basic planning processes and concepts that work in North America and Europe are still valid for universities in developing countries, even if the nature, content, and resulting strategies are very different. Therefore, this article draws from published work in planning applied in the context of the authors’ experience in higher education in East Africa. We conclude that good strategic planning is necessary for universities in developing countries, as is operational planning for programs, resources, and capital. Conversations With Central Administration

Facilitating Communication and Partnerships in New Program Development

Abstract: The role of central administration in program development varies from institution to institution. Applications of shared governance, differences in state regulations, and evolving institutional procedures result in dissimilar administrative structures. This article reports on the role of central administration in new program development, as discussed by 13 senior academic officers at 12 public universities in the Carnegie Research Universities/Very High classification. The themes of fostering institutional communication and partnerships emerged in the interviews. In addition, the perceptions of the assistant provosts, associate provosts, and vice provosts responsible for the process are included.

Cultivating Campus Change

How can universities overcome the institutional inertia that impedes successful innovation and change?

Abstract: While universities recognize the need for change, establishing an environment conducive to change requires time and movement through stages. In this article, I examine different tools and processes that can pave the way for innovation or change. These processes became evident in my research on the emergence of an interdisciplinary policy school jointly established on two campuses where previous models did not exist. The change came about because there was a confluence of forces that promoted it; these factors were strong enough to negate the barriers. There were key actions undertaken by the universities that promoted the change, including systematic program review, university-wide integrated planning, the appointment of an executive sponsor who had social and political capital, and the establishment of a “grassroots” working committee comprising faculty who were passionate about the initiative. However, there were equally important practices and policies that hindered the movement forward; these included institutional procedures that required multiple levels of approval in a lock-step process and the many facets of resistance to change. For universities contemplating a change agenda, the implementation of some of these processes and tools could potentially be beneficial in moving forward.

A University's Pioneering Master of Social Work Program Partnership with the U.S. Army

Learn how a partnership between Florida State and the US Army planned for and implemented tailored MSW degrees.

Abstract: In February 2008, the U.S. Army and Fayetteville State University established a partnership that has changed the process of healthcare education for active duty social workers. Before this time, the army relied on public universities to be solely responsible for recruiting, evaluating, and educating active duty social workers to serve the needs of service members and their families. However, to meet an immediate need for more social workers to deal with the wounds caused by the War on Terror and to help it get the best possible return on its educational investment, the army decided to partner with a university to establish a distance education Master of Social Work program at the Army Medical Department Center and School at Fort Sam Houston, Texas. Fayetteville State University in Fayetteville, North Carolina was the university partner selected. This article outlines the background of the partnership and the issues other public universities should consider if they want to partner with the military or another federal agency. The article also highlights the benefits of such a partnership.

University Strategic Planning and the Foresight/Futures Approach

Dublin City University has taken the lead in Ireland in terms of its emphasis on strategic planning. Its 2005–2008 strategic plan, Leadership Through Foresight, was part of an ambitious foresight exercise that was aimed at informing subsequent strategic cycles. This article reports on this process in the context of the wider literature examining the value of foresight/futures thinking as applied to universities.

Abstract: The contemporary university operates within a global context characterized by ever-increasing uncertainty and complexity. Strategic planning must, therefore, be cognizant of future trends and how those trends will affect the university by creating both threats and opportunities. Our hypothesis is that an approach we refer to as “strategic foresight” can provide us with the tools, methodology, and process to creatively address uncertainty and complexity in our working environment. Dublin City University has taken the lead in Ireland in terms of its emphasis on strategic planning. Its 2005–2008 strategic plan, Leadership Through Foresight, was part of an ambitious foresight exercise that was aimed at informing subsequent strategic cycles. This article reports on this process in the context of the wider literature examining the value of foresight/futures thinking as applied to universities. The article commences with a review of current uncertainties and complexities in the current operating environment. It broadly outlines foresight/futures thinking and then examines universities specifically. It continues by focusing on Dublin City University’s foresight exercise as an example of how foresight operates in practice. Finally, the article concludes by exploring what a strategic foresight approach to planning might look like based on that experience.
