Public Higher Education in Today’s Climate Crisis

University–Community Engagement and Planning Strategies for Climate Resilience

This is a SCUP Fellow Research Project Final Report for the 2022–2023 program. This report uses the activities of California State University climate action and adaptation planning to discuss the impacts of extreme weather on university campuses and establish a primer for peer institutions to use as the basis for exploring adoptable model practices.
Abstract: With the frequency and intensity of extreme weather events continuing to increase across the country, the need for resilience planning is more critical than ever before.

Numerous campuses across the California State University (CSU) system have direct experience with wildfires, extended drought, floods, extreme heat, public safety power shutoffs, hurricanes, and sea level rise. The CSU is currently working toward increasing resilience in response to catastrophic events through systemwide technical guidance resources on building and infrastructure design and retrofit. These extreme conditions further prompted the need for vulnerability assessments systemwide and coordinated climate resilience planning and investment activities.

Using the activities of CSU climate action and adaptation planning, 2022-2023 SCUP Fellow Tamara Wallace’s SCUP Fellows project sought to achieve three (3) primary objectives:
  1. Review planning documents and policies that consider climate resiliency governance versus climate resiliency implementation.

  2. Identify key stakeholders to develop a primer for addressing and incorporating campus-community implementation priorities.

  3. Raise awareness with the broader higher education planning community to collect feedback and share model practices.

FLIPP: A Tool to Align Campus Stakeholders for Space Planning

Abstract: Shared governance is a long tradition that well serves the academy, even as opportunity cost casts a long shadow over constrained budgets supporting built infrastructure. Over the past decade, two freely available tools: the Learning Space Rating System (LSRS) and the Flexible Learning Environments eXchange (FLEXspace) have successfully combined into an integrated planning pathway to help align the complexities of faculty, designers and AV/IT professional perspectives when considering facilities investment. This planning pathway was built in collaboration with professionals over time from many campuses, including the University at Buffalo and San Diego State University where portions of the process were integrated into a holistic solution to assist with learning environment ideation and planning.

In the aftermath of COVID-19, Nazarbayev University (Kazakhstan) rethought learning spaces, adapting them to the good practices that were used during the period of solely online teaching.

Abstract: This article describes the step-by-step process of campus space reconceptualization. In the aftermath of the COVID-19 pandemic, there was a need to rethink learning spaces and adapt them to some of the good practices used during the solely online teaching period. Through cross-functional collaboration and joint governance, a purposefully established task force audited all classrooms at Nazarbayev University (Kazakhstan). It came up with short-term and long-term recommendations. The audit results and recommendations outlined in this article might be useful to university administration and leadership interested in campus repurposing due to pandemic effects on teaching and new formats like hybrid learning that have influenced instruction.

Abstract: Colleges and universities are increasingly planning interdisciplinary, inter-college STEM facilities and need tools to address the special challenges that arise when dealing with a diverse set of users. This article discusses the importance of articulating a STEM vision as a means to prioritize building program components while maintaining project goals. It describes effective strategies for organizing diverse user groups, anticipating potentially challenging group dynamics, in a programming process that yields consensus about common goals and shared resources. It discusses layout strategies that support the mission of the building and an approach to STEM building governance that is independent of a particular college or department. The University of Mississippi is used as a case study.
