Grawe readily acknowledges this tension in The Agile College, his follow-up book to his 2018 Demographics and the Demand for Higher Education. The latter propelled the inescapable discussion throughout higher education of the looming “demographic cliff.” The Agile College suggests how agile institutions might prevent demography from becoming destiny.

Drawing on the path-breaking analysis of Carleton College economist Nathan Grawe, it outlined how widespread but variable the change will be, and discussed some of the effects—on enrollment, revenue, facilities, staffing, and more—for which colleges and universities should be preparing. This Part 2 explores these implications: How can we shape a planning context that supports success in the coming 10 or 20 years? What attitudes and skillsets will remain useful, and what may need to change?

This Planning for Higher Education series explores how planners and leaders can use the time we have to prepare for some of the most wrenching changes in a generation. This article, Part 1, surveys the planning horizon as we emerge from COVID-19 and describes the challenges ahead. Part 2 considers specific planning strategies institutions can adopt to meet the challenge. Part 3 tackles perhaps the most daunting challenge: how to mobilize institutions to actually do what needs to be done, however inconvenient (or worse) that may be.

Abstract: Higher education enrollments have trended downwards for each of the last eight years and are poised to enter a decade-long freefall. This demographic decline will force institutions to confront a new structural reality, including an unprecedented wave of downsizing, mergers, and even closures, but only a handful of institutions have begun to respond proactively. A deeper understanding of the enrollment crash is essential. Abstract: The boom-and-bust cycle of North Dakota's economy creates a difficult environment for physical planning. We will examine University of North Dakota's (UND) response to the decline in public funding along with a state mandate to increase space utilization and decrease deferred maintenance, demonstrating how it provided the impetus to focus investment on high impact, transdisciplinary projects. You will learn how compromise in a planning process can help achieve both individual and collective goals as well as contribute to a more holistic university vision.

Plan and Align Improvement Efforts Across Departments

Abstract: Many institutions are engaged in concurrent, overlapping institutional change initiatives. Being able to plan and align improvement efforts while including all stakeholders without duplicating effort requires new tools and skills. We will share how Olympic College used the planning for a new enterprise resource planning (ERP) system to design improvements in our student-facing systems. You will practice different techniques and tools to visualize institutional processes and identify alignment. We will discuss the use of traditional business management tools to map institutional structures, create cross-departmental capacities, and guide cross-functional teams.
