. . . Addressing Declining Enrollment, Evolving Academic Technology, Online Learning, and Facilities Maintenance Costs

By reviewing campus plans and interviewing senior planners and administrators, the authors examined how 11 public universities in the Northeast and Midwest are responding to growing financial, pedagogical, and facilities risks.

Abstract: After decades of significant investment in campus development, US universities are now confronted with enormous challenges, including declining enrollment, evolving academic technology, online learning, and rising facilities maintenance costs. The authors of this research examined how 11 public R1 universities in the Northeast and Midwest are addressing these challenges through a review of campus plans and interviews with senior planners and administrators. This study argues that a new campus planning paradigm is gradually emerging in response to these risks, which highlights innovative strategies for place-based institutions to rapidly reexamine their prevailing capital planning priorities with a focus on adaptability and right-sizing campus facilities.

Abstract: This article presents how a small, resource-constrained university leveraged integrated institutional planning to launch a 30-credit completion strategy that significantly improved student momentum, graduation rates, and institutional planning culture. By coordinating cross-functional teams, employing real-time data, and strengthening communication systems, the university built a scalable and sustainable framework that bolstered student retention and completion without requiring new funding or staff. This case offers a roadmap for similarly situated institutions aiming to align credit accumulation initiatives with broader strategic goals to drive measurable student success outcomes.

Abstract: Muskegon Community College’s (MCC) Goal in Focus communications program reshaped stakeholder engagement and strengthened institutional alignment, driving more effective strategic outcomes. Grounded in the Society for College and University Planning’s Integrated Planning Competencies, our approach fostered a planning culture that is transparent, adaptable, and collaborative. By strategically aligning monthly communications with its institutional goals, MCC increased engagement with students, employees, and the community while reinforcing a shared sense of ownership. A goal-focused communications calendar enriches sustainability, builds relationships, strengthens alignment, and improves preparedness for change.

Live Your Strategic Plan: A Framework for Facilitating Campus Engagement

Abstract: Traditional strategic planning can lead to a static plan that does little to inspire implementation or true change. This session will detail a process that promotes buy-in and engagement while providing structured frameworks to support implementation and assessment. Our framework provides support for a campus community to 'live' its institutional strategic plan through the strategic planning cycle (SPC) at the unit level, informing the realization of institutional goals and outcomes.
