This article explores the implementation and sustainability of long-term (10+ years) tuition freezes at two large public flagship research universities: Purdue University and the University of Wisconsin-Madison.

Abstract: Amid declining public trust, demographic challenges, and mounting concerns about affordability, many institutions are asking whether the long-held “iron triangle” of higher
education—where reducing cost inevitably diminishes quality and underrepresented student access—still holds true. This article draws on case studies of Purdue University and the University of Wisconsin–Madison, which sustained decade-long tuition freezes. Their experiences reveal lessons in leadership, culture, process reengineering, financial positioning, and trade-offs that suggest the iron triangle can, in some cases, be bent.

Abstract: California recently passed legislation that permits its public entities to leverage Progressive Design-Build (PDB) delivery methods for capital projects. Other states are following suit, which will upend traditional planning and design processes. This session will outline necessary changes to pre-design planning processes and considerations to set projects up for success under a PDB delivery model. This session will demonstrate how administrators, planners, and designers joined forces to coordinate an integrated project delivery to build a new medical school that promotes success for a diverse student body. We'll highlight strategies for prioritizing during the decision-making process, including identifying physical space needs to support program initiatives, developing planning guidelines for those needs, and enacting a design-build process to meet those needs in the built environment.

Launching the Duquesne College of Osteopathic Medicine From the Ground Up

Establishing a new college within a university requires coordination with the accrediting body, other university disciplines, the city, donors, and neighboring landowners. We’ll outline and discuss how we navigated the process, challenges, and opportunities related to Duquesne University’s new College of Osteopathic Medicine, including the collaboration with the City of Pittsburgh’s Forbes Avenue Improvement Initiative.
