Richard Dober (1928–2014) was a planning and design advisor to more than 450 colleges, universities, and cultural institutions worldwide, as well as to foundations and government agencies, the World Bank, and UNESCO. He wrote nine books and numerous articles on planning and design and was a founder of the Society for College and University Planning. He led consulting firms since the early 1960s, including most recently, Dober Lidsky Mathey, a firm specializing in campus planning and facility planning services.

Solving Campus Parking Shortages: New Solutions for an Old Problem

Recent major enrollment and construction trends on campus mean that, once again, the demand for parking is increasing at the same time as supply is being eroded. Universities and colleges, however, are able to achieve more integrated parking and transportation policies than are other large institutions.

Abstract: Universities and colleges across the country are faced with growth in the campus population and the loss of surface parking lots for new buildings. The response of many institutions is to build new garages with the assumption that parking demand ratios will remain the same. Such an approach, however, can be extremely expensive—upwards of $2,000 per net new space annually. In many cases, a mix of parking and demand reduction programs—such as shuttles, bicycle and pedestrian improvements, and financial incentives not to drive—can accommodate growth at a lower cost per trip. A balanced approach will also tend to support other goals, from improving town-gown relations to maintaining debt capacity. Demand management strategies have been employed by institutions for many years. However, it is less common for a cost-benefit analysis to be undertaken comparing them with new parking construction. Using examples from universities in California and Colorado, this article demonstrates a methodology to inform basic decisions on the amount of parking required to cater to campus growth, which can be incorporated into campus master planning.

Capital Costs: A Conceptual Framework for Colleges and Universities

Abstract: The increased attention to costs in recent years at colleges and universities draws attention to the matter of whether all costs are reflected and accounted for in the institution’s internal and external financial reports. One category—capital costs—is thought by some to be overlooked at times. The possible neglect of capital costs in institutional planning and in financial reporting has its basis in a theoretical debate on how nonprofit institutions view capital. In order to justify capital as an essential, reportable cost to a nonprofit, it is necessary to see how capital is viewed in the for-profit firm. Even if capital is an essential cost to higher education, accounting and measurement difficulties may arise. This study explores these issues and examines the literature relevant to this topic.

Environmental Behavior Research and the Design of Learning Spaces

Designers and clients, whether in education or the corporate world, will each enjoy the way existing environmental/behavior research can be applied to the thoughtful consideration of these archetypes, either standing alone or used in combinations to create rich, interactive learning spaces.
Abstract: Clearly, space affects learning behavior. Yet even in the Knowledge Age, designers go back constantly to familiar Agrarian and Industrial Age learning space models. SCUPer Lennie Scott-Webber worked assiduously to comb through the latest behavioral and sociological research relating to how people interact with the built environment. She’s taken what used to “sit on shelves in the ivory halls of academe” and has applied it to the physical design of interior learning spaces.

Scott-Webber’s work, shared in this elegant book with clear and over-sized diagrams and charts, establishes five different archetypal environments that support knowledge sharing: Environments for Delivering Knowledge; Environments for Applying Knowledge; Environments for Creating Knowledge; Environments for Communication Knowledge; and Environments for Decision Making.

There’s more to classroom design than simply considering what technology to put into the classroom. Creating Adaptive Learning Environments

Abstract: Educational expectations mandated by contemporary health care practice have expanded dramatically during the last decade. The Herbert H. and Grace A. Dow College of Health Professions at Central Michigan University has responded to this challenge through the creation of powerful pedagogical environments in its newly constructed health professions building. Active, immersive learning environments have been designed that will involve students in educational experiences organized to optimize learning opportunities for diverse types of learners. These unique environments are configured to foster self-directed learning while monitoring effectiveness and adapting the educational experiences to the learner. This article communicates key strategic and tactical planning issues from the leadership’s perspective and offers tactical implementation required to advance this vision.

The High Cost of Building a Better University

Higher education facilities seem to come at premium cost, even taking into account that educational facilities tend to cost more. The authors argue that this is due to appropriate and strategic high aspirations.

Abstract: Why does it cost so much? is a question often asked about university construction. On college and university campuses, the cost of new construction and renovation will appear high relative to other construction efforts in our communities. Part of the explanation of the high construction cost lies in the complexity of what we build, the codes and standards we must meet, and the unique environment within which we build. Moreover, budgets are driven up by the choices we make when we demand that our new facilities serve as visual articulations of institutional image and quality. In short, the high cost of construction is driven by myriad strategic choices and requirements that lead to building a better university.

An Assessment of Capital Budgeting Practices for Public Higher Education

This study finds a need for new capital projects to include continuing, dedicated revenue streams for the project lifetime in order to avoid continuation of the current state of underfunded maintenance, especially in light of growing needs for upgraded research equipment and space.

Abstract: The capital renewal and replacement of the nation’s public higher education facilities has been a growing problem for several decades. While the need for new and improved facilities has increased over the years, many campuses simply have too many aging infrastructures that are too costly to replace. This, at a time when we have less than favorable economic conditions, only adds to the situation. As the age, size, and complexity of buildings continue to grow, so too does the amount of maintenance funding required to keep buildings in good working order. The purpose of this study was to assess and compare the 50 states’ efforts of funding public higher education capital needs. This study investigated areas relating to capital needs financing, planning, decision-making processes used in each state, available funding, and future directions in the various states. Of the 50 states, 41 states responded, representing 82 percent of the 50 states.

Building Better Buildings: Sustainable Building Activities in California Higher Education Systems

As major and influential owners of buildings, state governments can and should express a strong level of commitment and support for sustainable building.

Abstract: The State of California has initiated a number of policies and programs to integrate sustainable building practices into the state’s capital outlay process. Many of these efforts involve new levels of teamwork between diverse state programs and departments. The state’s higher education systems have begun to show a strong level of commitment to sustainable building and have implemented a number of sustainable building measures within their organizations. This article (1) outlines the activities and recommendations of the task force, (2) discusses sustainable building activities in California’s higher education systems, and (3) highlights key issues that California is grappling with in its implementation of sustainable building practices.

Abstract: Semester conversion. New academic year calendar. New capital plan. New facilities delivery. Just one of these events can present a campus with challenges. But when they all occur basically at the same time, the potential for disaster looms large. When it faced these changes within a two-year period, 1999–2001, LaGrange College needed “triage.” This article addresses how the college organized, planned, and implemented these changes. It also addresses the errors that occurred and the ways the errors were corrected.
