Abstract: Beginning with the 2016–2017 academic year, Rosemont College took the bold step of reducing its tuition by 43 percent in an initiative termed “Our Tuition Promise.” The initial announcement generated national news coverage and resulted in a significant increase in applications.
Rosemont made this shift because it believed it was the right thing to do and was in keeping with the college’s mission and values. The process from start to finish was the result of a year of research and careful planning. While the headlines were big and up-front with the basic details, here is a behind-the-scenes look at how Rosemont College reset its tuition.

College Affordability and Institutional Pricing Policies

Institutions would do well to make their complex pricing policies more clear to students and families to help them understand how a higher education is more affordable than most people believe.

Abstract: The complexity of college pricing policies makes it difficult for students and families to understand how much they will have to pay and which colleges will fit their budgets. Colleges and universities should be able to explain their pricing and aid policies and why they have chosen them. Both financial aid and the high returns on a postsecondary education make college more affordable than most people believe. Colleges should take responsibility for clarifying this confusing issue.

Transforming Higher Education in Afghanistan

Success Amidst Ongoing Struggles

What are the major issues for higher education in a fragile state? Surely they include stability, safety for students and staff, continued access to learning, funding, retaining staff, and maintaining quality. But how can these be achieved?
Abstract: Previous work has shown the vital role of higher education in national development through knowledge production. We know that “the role of tertiary education in the construction of knowledge economies and democratic societies is more influential than ever. Indeed, tertiary education is central to the creation of the intellectual capacity on which knowledge production and utilization depend” (World Bank 2002, p. xvii). How could that be done amid conflict and war in a very fragile state? The author wanted to find out.

What are the major issues for higher education in a fragile state? Surely they include stability, safety for students and staff, continued access to learning, funding, retaining staff, and maintaining quality. But how can these be achieved? Further, does higher education play a role in facilitating stability in a war environment? We will see that it does in many ways.

Fred M. Hayward has drawn on his more than 12 years of experience working closely with the Ministry of Higher Education in Afghanistan to write this reflective narrative. Hayward is a specialist in higher education with more than 25 years of experience as an educator, scholar, senior administrator, and higher education consultant. He was senior associate for the American Council on Education for more than 10 years and executive vice president of the Council on Higher Education Accreditation in 2001 and 2002; he has been a higher education consultant for the World Bank, Carnegie Corporation, Ford Foundation, Academy for Educational Development (AED), USAID, several ministries of education, and numerous universities focusing on higher education change, governance, strategic planning, and accreditation.

Engaged Institutions, Responsiveness, and Town-Gown Relationships

Why Deep Culture Change Must Emphasize the Gathering of Community Feedback

Campus planners cannot discern the future requirements of their host communities if they do not know what those stakeholders want and need from their local institutions of higher learning.

Abstract: Colleges and universities typically do not gather routine feedback from community stakeholders, despite the fact that various organizations dedicated to the advancement of higher education continually have clamored for campus representatives to be more responsive to members of host communities. Recent petitions for “deep culture” change within academia—in combination with recent methodological advances in efforts to understand town-gown relationships—provide a comprehensible set of motives and details for institutions to become more fully engaged in the process of collecting systematic information from community members. A review of recent efforts to conceptualize and measure town-gown relationships using a tool known as the Optimal College Town Assessment (OCTA) is provided. After reviewing results from a previous study that piloted the OCTA tool, qualitative data gathered from a subset of community stakeholders in that original sample are presented and analyzed. The resulting themes are described and discussed in the context of enhancing evidence-based campus planning efforts that meet the call for greater higher education responsiveness.

Abstract: These are times of unprecedented change in higher education. Routine or even strategic change will not be enough to sustain institutions in the near future. Challenging times require leaders with strong skills for problem solving, crisis management and resiliency in rapidly changing environments—in other words, transformative leadership. Transformative leadership skills are distinctive among leadership skills. Based on an ABC framework, the article describes connections between the As (analytics, accreditation, accountability), Bs (decisions whether to build, buy, or buddy with partners), and Cs (culture, collaboration, and courage) that it takes to be transformative.

Abstract: University strategic planning is typically well structured with attention to both process and outcomes. However, plans are frequently not implemented in an equally process-driven manner. As a result, the product of planning efforts may not lead to the anticipated change or may even remain “on the shelf.” This article describes how Philadelphia University is using “action research” during strategic plan implementation in order to optimize campus commitment, facilitate organizational learning, and support the sustainability of change.

Understanding Higher Education Costs

Colleges and universities must be more proactive in describing to a wider public their of fiscal and human resources because, among other reasons, a careful analysis reveals counterintuitive results that support a finding that higher education has been fiscally responsible.

Abstract: Public discussion of higher education costs frequently confuses price with expenditure. This article examines factors associated with increases in the sticker price of a college education and the expenditures incurred by institutions in delivering that education. The discussion suggests that while growth in college tuition is real, access to higher education has not been reduced. Moreover, data indicate that colleges and universities have been responsible fiscal stewards in containing costs over which they have control.
