Assessing the True Cost of Student Housing for Community Colleges

A campus housing project can only truly be successful if it is in line with the strategic mission of the institution.

Abstract: Introducing housing on a community college campus will affect several areas of campus life including dining, security, recreation, and student programming. Unlike four-year institutions, community colleges have limited activity after a certain hour with the exception of library and recreational facilities. Additional programs and services will be needed to support a 24-hour operation, which will have an impact on the overall operating costs of the college. This article is intended to identify the direct and indirect costs involved and assess the overall financial impact of operating student housing.

Understanding the Cost of Public Higher Education

Abstract: This article explains the cost of education in public research universities. “Price,” meaning “tuition,” is often incorrectly substituted for “cost,” meaning expenditures by the university that make the education possible. University cost is disaggregated to enable readers to distinguish between the costs associated with providing education to students and the costs of other non-educational activities that tend to produce their own revenue. While tuition has increased rapidly, real cost per student for providing education has been roughly constant for nearly 20 years. Increased revenue from tuition has been almost precisely offset by reduced revenue from state appropriations.

What Drives Instructional Costs in Two-Year Colleges

In community colleges, who delivers instruction is more important in driving costs than what is taught.

Abstract: Until recently, there has been no credible, reliable source for instructional cost data on a national basis for two-year colleges in the United States. To fill this need, the Kansas Study of Community College Instructional Costs and Productivity was designed and implemented as a national data collection and reporting consortium. Based on the four-year college and university Delaware Study of Instructional Costs and Productivity, the Kansas Study collects and reports community college instructional costs and faculty workload at the academic discipline level of analysis. This article analyzes aggregate national data from the Kansas Study to determine the major instructional cost drivers for community colleges nationwide.

Traffic Congestion on a University Campus

A Consideration of Unconventional Remedies to Nontraditional Transportation Patterns

Universities are in a special position to take information related to the patterns and causes of congestion and apply it to their planning goals. In particular, they can work effectively to reduce demand.

Abstract: U.S. transportation data suggest that the number of vehicle miles traveled has far surpassed new capacity, resulting in increased traffic congestion in many communities throughout the country. This article reports on traffic congestion around a university campus located within a small town. The mix of trip purposes varies considerably in this context, with the majority of trips related to student movement to and from classes. The university itself becomes a major traffic generator, but in a complex way. This article describes how congestion in a university setting differs from that in a nonuniversity setting; what components drive this congestion; how best to reduce this congestion while adhering to overall university planning objectives; and how to set a foundation for traffic management strategies that provide environmental, social, and economic benefit to the university and, importantly, to the surrounding community. The information presented here applies beyond the campus setting to any community that contains nontraditional traffic generators and shows why context does matter when analyzing and managing traffic.

Visualization of Academic Efficiency and Productivity

The author describes a method to display a variety of quantitative information in a compact, easy-to-understand way, providing an analytical tool useful in analyzing and comparing the relative strengths and weaknesses of an academic unit over time or in comparison with others.

Abstract: A simple and readily understandable visual display of quantitative measures of academic efficiency and productivity is demonstrated in this article. This graphical construction facilitates annual comparisons of unit efficiency and productivity as well as an analysis of temporal changes in unit activity. By establishing a common framework upon which a data-driven conversation regarding unit activity is constructed, this method produces a single graphical representation of the activities of any academic unit. As such, this technique assists academic decision makers with goal setting, resource allocation and reallocation, and the program prioritization process.

Abstract: Public discussion of higher education costs frequently confuses price with expenditure. This article examines factors associated with increases in the sticker price of a college education and the expenditures incurred by institutions in delivering that education. The discussion suggests that while growth in college tuition is real, access to higher education has not been reduced. Moreover, data indicate that colleges and universities have been responsible fiscal stewards in containing costs over which they have control.

Planning for Cost-Efficiencies in Online Learning

Planning and planners must take the lead in ensuring that the design of on-line learning programs is both cost-efficient and productive. This must happen with some urgency because the gap between online learning models and implementation has been closing more rapidly than planners’ knowledge about online learning has been growing.

Abstract: This article proposes a framework that can help institutions break down and analyze the costs of online learning so they can make decisions about how to improve the cost-efficiencies of online education. The framework involves looking at costs across elements (which include the two stages of development and delivery plus administration of the enterprise) and seven factors: students, faculty, other staff, course design, content, infrastructure, and policy. The elements and factors may combine and interact, thereby improving (or not improving) cost-efficiencies. Where possible, current research results are included and areas where research is needed are identified.
