Abstract: A year of focused learning on strategic planning at colleges and universities across the nation revealed eight key themes in strategic planning as well as how university leaders are using strategic planning to move their institutions forward and how strategic planning is changing. Strategic plans (1) have shorter time spans, (2) include goals in broad brush strokes, (3) have strong communication plans, (4) present their complex goals in simplified form, (5) use data, (6) distinguish their institutions, (7) are aligned with other plans, and (8) require strong leadership.

Teaching, Learning, Doing in Collaborative Spaces

Abstract: Makerspaces designed for collaborative learning are appearing on campuses throughout the United States, including at Drexel University. These spaces succeed because they permit students to collaborate, observe, and learn from professors and peers. Unique to the Drexel project is the intermingling of engineering undergraduates, graduate students, post-docs, faculty, and commercial interests in one facility with laboratories, machine-shop equipment, and informal study areas. Facilities that give students great visibility into nearby research, contain areas where they can take breaks without leaving the building, and lend themselves to informal encounters with peers, faculty, and others result in better academic experiences for undergraduates.

Balanced Scorecard Implementation in a School of Nursing

Abstract: This article describes execution of the balanced scorecard (BSC) strategic framework in a School of Nursing (SoN). The SoN strategy map was the outcome of the development phase. The two-year implementation phase incorporated balanced scorecards that linked outcome measures to the priority strategies. Thirty-two percent of the defined outcome measures were met. Factors in adopting the BSC framework included development of a strategic plan that supports the college mission and vision, improved communication within the SoN, a united effort to institute strategies to sustain the SoN’s future, and establishment of performance indicators to measure success in achieving those strategies.

Abstract: Public-private partnerships—in which public and private sector entities partner to deliver a service or facility for the use of the general public—are spreading in the United States and elsewhere as cash-strapped public entities seek investment funds from private sources. However, it is important not to let immediate challenges and opportunities cause one to lose sight of long-term obligations. In this article, we underscore the importance of taking the long view and share lessons learned regarding finance, planning, and negotiation at institutions that have employed the P3 process. We also offer additional best practices regarding campus master planning to ensure a successful P3 process while maintaining the long-term integrity of the campus.

Abstract: Beginning with the 2016–2017 academic year, Rosemont College took the bold step of reducing its tuition by 43 percent in an initiative termed “Our Tuition Promise.” The initial announcement generated national news coverage and resulted in a significant increase in applications.
Rosemont made this shift because it believed it was the right thing to do and was in keeping with the college’s mission and values. The process from start to finish was the result of a year of research and careful planning. While the headlines were big and up-front with the basic details, here is a behind-the-scenes look at how Rosemont College reset its tuition.

Fiscal Structure and Public College and University Credit Ratings

Abstract: Using ordered response models often employed in public finance, we explore the possible determinants of public college and university credit ratings based on the fiscal structure of a number of institutions that are members of the Western Interstate Commission for Higher Education (WICHE). We argue that by understanding the role of fiscal structure in the determination of institutional credit ratings, leaders can respond appropriately to variable economic conditions. They can also begin to manage and plan the ways in which their operations and fiscal structure impact their debt costs through credit ratings.

Linking Planning and Budgeting

While there is no one right way to link planning and budgeting, there is good practice: what works to influence behavior in the direction of institutional goals, supported by strong leadership.

Abstract: This article presents a range of approaches for linking budgeting to planning. After briefly discussing the natures of planning and budgeting, it presents four conceptual categories of ways to link the two. The article defines these as structural, adaptive-incremental, devolved, and holistic/advanced. No one approach will be correct for all institutions. Even where there is a system in place to link planning and budgeting, this is unlikely to be enough unless there is firm, skilled, aligned, and distributed leadership to keep the system on track toward institutional goals.
