Strategies to Successfully Navigate the Design of STEM Facilities

Successfully planning interdisciplinary, inter-college STEM facilities requires a special set of tools to navigate the challenges that arise when dealing with a diverse set of users.

Abstract: Colleges and universities are increasingly planning interdisciplinary, inter-college STEM facilities and need tools to address the special challenges that arise when dealing with a diverse set of users. This article discusses the importance of articulating a STEM vision as a means to prioritize building program components while maintaining project goals. It describes effective strategies for organizing diverse user groups, anticipating potentially challenging group dynamics, in a programming process that yields consensus about common goals and shared resources. It discusses layout strategies that support the mission of the building and an approach to STEM building governance that is independent of a particular college or department. The University of Mississippi is used as a case study.

Planning for Diversity

Charting New Territory

Exploring new ways to accommodate space needs for transgender people, nursing mothers, and nondenominational serenity environments.

Abstract: This article presents the research, design options, and space planning guidelines prepared for Montgomery College specifically for spaces designed to address the needs of an increasingly diverse student body. The guidelines cover gender-inclusive restrooms and locker facilities for transgender people, lactation rooms for nursing mothers, and serenity space for an increasing Muslim population and others. Extensive research conducted by Stantec and Inquiry2Solutions informed the guidelines. The research included a review of the college’s institutional policies and governance structure; interviews with students, faculty, and staff as well as colleagues across the United States and personnel from relevant professional associations; and discussions with associations that support the needs of LGBTQ students and institutions that have begun to address these kinds of space planning. Foremost, the planning team learned that there are few space planning guidelines to meet these needs.
Montgomery College is charting new territory with the adoption of these space planning guidelines and has helped establish an important benchmark in this emerging area of campus planning.

Transform the Program Strategy, Transform the College

An effective program strategy improves both student access and success while helping the college be more nimble in meeting emerging labor market needs.

Abstract: Tri-County Technical College in northwestern South Carolina developed a proactive academic program strategy to determine which programs will be offered in the future, including where, how, and when. The process also evaluates which existing programs will be maintained or grown. Business and industry have long used product strategies to determine what will be delivered to market to best meet consumer needs; similarly, Tri-County created a program strategy to be more responsive in meeting employer and community needs. The approach is necessarily nimble, responding to labor market changes, political interests, governance assessment requirements, and the need for continuous program improvement. Using this proactive approach, academic programming decisions can strategically impact curriculum design, enrollment management, learner support and engagement, student transitions programming, and facilities design. Processes and tools were co-created by faculty and staff and incorporated into their roles, negating the need for initial buy-in. Overall, an effective program strategy improves both student access and success while helping the college be more nimble in meeting emerging labor market needs.

Transforming Higher Education in Afghanistan

Success Amidst Ongoing Struggles

What are the major issues for higher education in a fragile state? Surely they include stability, safety for students and staff, continued access to learning, funding, retaining staff, and maintaining quality. But how can these be achieved?
Abstract: Previous work has shown the vital role of higher education in national development through knowledge production. We know that “the role of tertiary education in the construction of knowledge economies and democratic societies is more influential than ever. Indeed, tertiary education is central to the creation of the intellectual capacity on which knowledge production and utilization depend” (World Bank 2002, p. xvii). How could that be done amid conflict and war in a very fragile state? The author wanted to find out.

What are the major issues for higher education in a fragile state? Surely they include stability, safety for students and staff, continued access to learning, funding, retaining staff, and maintaining quality. But how can these be achieved? Further, does higher education play a role in facilitating stability in a war environment? We will see that it does in many ways.

Fred M. Hayward has drawn on his more than 12 years of experience working closely with the Ministry of Higher Education in Afghanistan to write this reflective narrative. Hayward is a specialist in higher education with more than 25 years of experience as an educator, scholar, senior administrator, and higher education consultant. He was senior associate for the American Council on Education for more than 10 years and executive vice president of the Council on Higher Education Accreditation in 2001 and 2002; he has been a higher education consultant for the World Bank, Carnegie Corporation, Ford Foundation, Academy for Educational Development (AED), USAID, several ministries of education, and numerous universities focusing on higher education change, governance, strategic planning, and accreditation.

Changing the Landscape at the University of Southern Indiana Through a Locally Developed, Customized Environmental Scanning Process

Abstract: The University of Southern Indiana (USI) embarked on a unique, customized environmental scanning process different from those found in the literature and in practice. We thoroughly detail our process with an emphasis on a trend analysis of five overarching themes (demographics, business, science and technology, governance, and higher education). The results of the trend analysis were integrated with the organization’s prioritized strengths through a series of qualitative interviews with internal and external stakeholders. Finally, we summarize the outcomes associated with disseminating this work throughout our campus and describe how it will inform the next iteration of our strategic plan.

Conversations With Central Administration

Facilitating Communication and Partnerships in New Program Development

Central administration is not creating curriculum; rather, it is encouraging the faculty to understand limitations and embrace broad institutional visions.

Abstract: The role of central administration in program development varies from institution to institution. Applications of shared governance, differences in state regulations, and evolving institutional procedures result in dissimilar administrative structures. This article reports on the role of central administration in new program development, as discussed by 13 senior academic officers at 12 public universities in the Carnegie Research Universities/Very High classification. The themes of fostering institutional communication and partnerships emerged in the interviews. In addition, the perceptions of the assistant provosts, associate provosts, and vice provosts responsible for the process are included.

Abstract: As an industry, information technology (IT) innovates constantly, and IT departments in higher education need to integrate new technologies into teaching, learning, research, and business practices in rapid succession while maintaining existing technologies without interruption. By pursuing complementary and interdependent processes for IT governance, strategic planning, and leadership development, a university or college can create foundational long-term IT planning capabilities that support the mission of the institution. This article describes a multifaceted approach to establishing long-term IT planning capabilities, explores the components of building long-range IT governance, identifies strategies for leadership development for IT professionals, and demonstrates how collaborative IT planning is a fundamental component of integrated planning for higher education.
