Developing and Implementing a Higher Education Quality Initiative

The Oakland University School of Education and Human Services' Quality Initiative is discussed in the context of the history of higher education and quality management, with comparison to initiatives at Fordham University, Lienhard School of Nursing, the College of Nursing at Rush University, the University of Alabama, Oregon State University, and the University of Illinois at Chicago.

Abstract: Born out of a belief that higher education must improve its delivery of service, the School of Education and Human Services at Oakland University initiated and implemented a quality system. To better respond to market need, this initiative focused on current behavior and the future needs of the students, faculty, and school-at-large. This article reports the steps taken, lessons learned, and recommendations developed for implementing a quality initiative process successfully within a university culture. The outcome of this process was the creation of a template that can be used by other units in higher education.

Using Behavioral Research to Assist in the Redesign of University Plazas

Behavioral research was planned and implemented to determine the drawbacks of an existing university plaza and develop recommendations for its redesign – and found clear relationship between the design of the plaza and how people moved through it as well as what activities they engaged in.

Abstract: This article looks at how behavioral research can be an effective tool to use during the redesign process of university plazas. It also summarizes the research that was conducted at University Union Plaza at California Polytechnic State University (Cal Poly), a 30-year-old plaza that is scheduled to be redesigned. Through the use of behavioral and cognitive mapping techniques, this research illustrates how people react to various design characteristics of the existing plaza and how this affects the way they use the space. The research was used as a tool to analyze the positive and negative design attributes of the existing plaza and to provide recommendations for its redesign. The research method described in this article was an effective way for Cal Poly planners to analyze the plaza’s existing design and provides justifiable recommendations for its redesign. This research has not only been beneficial to planners at Cal Poly but can also be useful for professionals at other university campuses interested in redesigning plazas and communal areas.

Abstract: This article provides a survey of innovative approaches to campus transportation in the United States. The high costs of parking expansion have propelled many institutions toward a transportation demand management strategy, using parking pricing, transit passes for students and employees, and investment in bicycle infrastructure to shift many trips from single-occupant automobiles to other modes of travel. These institutions have experienced multiple benefits, including lower transportation costs, lower environmental impacts, and improved community relations.

We Can’t Get There in Time

An assessment of the time between classes and classroom disruptions supports a decision to implement a policy regarding student scheduling.

Abstract: In response to student and faculty complaints about the amount of time available to travel between classes, an analysis of the time between classes problem was conducted at a large, public research university. Using facilities, course scheduling, and student survey data, we discovered that many students had distances to travel between classes that would normally take longer than the allotted 10 minutes. This forced them to leave class early, arrive to class late, or skip class altogether and often left them with an inadequate amount of time to complete exams. These analyses supported a decision to implement a policy regarding student scheduling.

Has the Academy Adapted TQM?

Total quality myths and continuous quality illusions.

Abstract: Higher education institutions are urged to adopt mangement innovations but little is empirically know about the degree to which they do so. This study intergrates and triangulates several data sources in a an attempt to identify to identify the extent to which one mangement innovation, Total Quality Management/ Continuous Quality Improvement (TQM/CQI) actuallya has been adopted in the administrative practices of colleges and universities. We also assess adoption rate among institutions of different types, and propse several reasons for the differences discovered by this study. The data indicate that TQM/CQI has not been adopted to the extent claimed by some of its supporters, and suggested that claims of adoption of future innovations should be viewed skeptically rather than accepted uncritically.
