A Resource and Planning Toolkit for Universities in Africa

There is a significant gap in the level of development of higher education processes and structures between the institutions of the developing world and the well-established universities of places like North America and Europe.

Abstract: All universities need an integrated plan to chart their path through these turbulent times and amidst the changing expectations of higher education. This is especially true for universities in developing countries. Such universities operate with very scarce resources and limited depths of expertise, but still seek to respond to surging demand. The result is a strain on these universities and a threat to quality. This article introduces the processes and concepts of planning and development for universities in developing countries, focusing mostly on the African context. Our premise is that the basic planning processes and concepts that work in North America and Europe are still valid for universities in developing countries, even if the nature, content, and resulting strategies are very different. Therefore, this article draws from published work in planning applied in the context of the authors’ experience in higher education in East Africa. We conclude that good strategic planning is necessary for universities in developing countries, as is operational planning for programs, resources, and capital. Planning for Cost-Efficiencies in Online Learning

Planning and planners must take the lead in ensuring that the design of on-line learning programs is both cost-efficient and productive. This must happen with some urgency because the gap between online learning models and implementation has been closing more rapidly than planners’ knowledge about online learning has been growing.

Abstract: This article proposes a framework that can help institutions break down and analyze the costs of online learning so they can make decisions about how to improve the cost-efficiencies of online education. The framework involves looking at costs across elements (which include the two stages of development and delivery plus administration of the enterprise) and seven factors: students, faculty, other staff, course design, content, infrastructure, and policy. The elements and factors may combine and interact, thereby improving (or not improving) cost-efficiencies. Where possible, current research results are included and areas where research is needed are identified.

The Impact of Technologies on Learning

A study at the University of Washington called “Listening to the Learner, ” asked students about their desire for using technology in coursework, and facult about current approaches/barriers. Curricula were developed that intergrate education technology in a learner-centered way.

Abstract: Today’s college students believe that learning technologies are necessary tools that should be integrated into their course work. However, faculty have not yet responded to these expectations. This qualitative study engaged approximately 100 faculty and undergraduate students at the University of Washington in focus groups to explore this discrepancy between students’ desires to utilize technology and actual faculty integration of technology. Universities and colleges can resolve this digital disconnect by assisting in planning curricula to meet student and teacher needs, aligning support and services to technology adoption to overcome present barriers, and informing the design and development of educational technology.

The Next Great Wave in American Higher Education

Abstract: Four distinct waves can be discerned in the history of American higher education. The 85 years before the Civil War were characterized by the founding of hundreds of liberal arts colleges. The post–Civil War era saw the majority of these small colleges disappear, replaced by public land-grant schools. Around the turn of the last century, the giants of American industry led the founding of the great private research universities. The term "megaversity" entered the American lexicon after World War II, when thousands of returning GIs swelled the ranks of higher education; the second half of the 20th century also witnessed the proliferation of community colleges. The fifth great wave is now breaking, with for-profit competition and revolutionary teaching technologies among its main characteristics.

Abstract: Educational technology units must continually monitor their strategic plans to ensure that they are aligned with the evolving realities of their institutions. Strategic dissonance occurs when previously successful strategies are no longer achieving the same results. This article uses the Virtual Retina project as an example of strategic dissonance for the Academic Technologies for Learning at the University of Alberta. A number of methods for analyzing the strategies used by educational technology units are presented. These methods provide a means for units within institutions of higher education to conduct the ongoing task of renewing their strategic plans.
