Abstract: This article presents how a small, resource-constrained university leveraged integrated institutional planning to launch a 30-credit completion strategy that significantly improved student momentum, graduation rates, and institutional planning culture. By coordinating cross-functional teams, employing real-time data, and strengthening communication systems, the university built a scalable and sustainable framework that bolstered student retention and completion without requiring new funding or staff. This case offers a roadmap for similarly situated institutions aiming to align credit accumulation initiatives with broader strategic goals to drive measurable student success outcomes.

The Future of University Planning in 2040 (and Beyond)

I Used Foresight Analysis to Help SCUP Look Ahead, Adapt, and Innovate

This is a SCUP FellowResearch Project Final Report for the 2023–2024 program. This report explores how foresight analysis can be used to prepare and plan for uncertain futures in higher education.
Abstract: In this SCUP fellowship project, Lisa Jasinski applies strategic foresight methods to explore what university planning could look like in 2040—and how we can better prepare for it today.

Informed by environmental scanning, futures thinking, and stakeholder engagement with SCUP members and campus leaders, she developed four plausible scenarios grounded in current trends such as AI, climate change, political polarization, and declining public trust. These scenarios aren’t predictions; they are planning tools that help teams and organizations stress-test strategies, surface assumptions, and engage in meaningful future-focused conversations.

Institutional Transformation and Successful Accreditation Review Through Data-Informed Collaboration

Gain Accountability with Values-Based Integrated Planning

Implementing a values-based integrated planning framework equipped Southeast Community College to leverage the data it collected to build and strengthen relationships, align the institution within and across divisions, and prepare for change. The efforts led to the successful modernization of facilities, historic enrollment growth, staffing increases, other operational improvements, and a positive accreditation outcome.

Abstract: Southeast Community College (SCC) applied an integrated framework approach to inform all aspects of its successful comprehensive accreditation review. Following decades of reviews leading to monitoring and focused visits to address opportunities for improvement, SCC managed its most recent comprehensive assessment through integrated planning to ensure the accreditation process coincided with building relationships, aligning divisions and departments, and promoting a culture that is well prepared for change. This structured and focused integrated planning method for comprehensive accreditation review was associated with a successful outcome that involved no monitoring or required follow-up for the first time in the College’s accreditation history.

Collaborative Planning Deepens Town-Gown Relationships

Carlow University Develops a Best-Practice Framework with the City of Pittsburgh

Abstract: The president of Carlow University identified the university’s town-gown relationships as needing assessment as the institution embarked on a significant campus revitalization that required close coordination with the City of Pittsburgh. We developed a four-quadrant framework of best practices based on an extensive literature review. To assess town-gown interactions against the framework, we interviewed city and higher education leaders, reviewed the City of Pittsburgh’s and university documents, and analyzed the university’s social media presence. Our process generated specific, actionable recommendations that resulted in the university reorganizing senior leadership position descriptions and responsibilities, revamping its social media strategy, and aligning organizational efforts to increase its visibility.

Abstract: Implementing changes at institutions that operate under a distributive leadership model can be challenging because academic and support units are siloed. This article presents an example of one midsize, public, research institution’s successful strategy for “catching,” or identifying and managing, substantive changes using integrated planning. Through a centralized team of academic and support unit representatives, the academic units shared planned substantive changes, received feedback, and adjusted. The institution’s substantive change policy, infrastructure, and collaborative culture ensured the changes did not slip through the cracks or hit significant roadblocks. This article shares how the team operated, giving recommendations for institutions implementing the change practice.

Data played dual roles, serving as input and output, to provide a common framework through which the ideas and wisdom of our community are reflected and shared, anchoring the strategic plan firmly in the campus voices. Our engagement through data embodied our commitment to evidence-based decision-making and contributed to the success of our strategic planning process.

Data-driven planning is ubiquitous in all planning processes but can be a weak spot for many planners. The difficulty for most people is that the very mention of “data” can make eyes glaze over. Some of the least understood and most misused data are student, faculty, and staff headcount and FTE (full-time equivalent). Understanding some critical factors about these data sets can help demystify them and strengthen the planning process.

This session will examine the unique engagement process behind the University of Virginia's (UVA) 'School without Walls', as well as its dynamic programming and design for serving an emerging discipline. This project plays a special role in providing a venue for community and industry interaction and research. We'll explore points of engagement with an expanding faculty throughout the design process, which inspired flexible internal planning, and reflect on the appropriateness of wider contextual influences on the design solution.

Abstract: The constraints that universities face in terms of capital, declining enrollment, and surplus capacity in campus facilities causes escalation of deferred maintenance costs. The University of Kansas (KU) master plan focuses on the value and impact of right-sizing the campus through change management and the implementation of a data dashboard. This session will share a sustainable path to establish a culture of transparency in decision making, stakeholder engagement, and environmental stewardship. We'll outline a data-driven process and lessons learned for leveraging resources, enacting policies that enable change management, and meeting the challenges of implementing a bold cultural shift.
