Abstract: After decades of significant investment in campus development, US universities are now confronted with enormous challenges, including declining enrollment, evolving academic technology, online learning, and rising facilities maintenance costs. The authors of this research examined how 11 public R1 universities in the Northeast and Midwest are addressing these challenges through a review of campus plans and interviews with senior planners and administrators. This study argues that a new campus planning paradigm is gradually emerging in response to these risks, which highlights innovative strategies for place-based institutions to rapidly reexamine their prevailing capital planning priorities with a focus on adaptability and right-sizing campus facilities.

Abstract: In this SCUP fellowship project, Lisa Jasinski applies strategic foresight methods to explore what university planning could look like in 2040—and how we can better prepare for it today.

Informed by environmental scanning, futures thinking, and stakeholder engagement with SCUP members and campus leaders, she developed four plausible scenarios grounded in current trends such as AI, climate change, political polarization, and declining public trust. These scenarios aren’t predictions; they are planning tools that help teams and organizations stress-test strategies, surface assumptions, and engage in meaningful future-focused conversations.

Abstract: Science and engineering programs continue to grow and attract funding. Strategic planning can maximize new and repurposed space for STEM programs to address aging infrastructure, changing research, evolving student needs, and an uncertain future. To build stakeholder consensus and develop an achievable plan, we'll define key metrics behind the best use of existing space and showcase how specific data-driven tools and analytics transform traditional planning into a living masterplan. By applying a living masterplan and embracing data-driven tools, you'll be able to reach stakeholder consensus sooner and develop more efficient plans that are both implementable and adaptable to future changes.

Abstract: Many institutions have legacy STEM facilities that no longer support their teaching, research, and sustainability goals. The University of Virginia's (UVA) Gilmer Hall and Chemistry Building project provides valuable insight into planning and operating a major renovation for STEM disciplines. This project has strategically repositioned UVA's main science buildings for better outcomes in teaching, research, and high-performance sustainability. Come learn how to balance cost, function, aesthetics, and sustainability in developing the most effective planning and design solutions for major STEM renovations, as well as actively manage these facilities to fully leverage their new capabilities.

Abstract: With campus space at a premium and industry investment on the rise, institutions are developing flexible research facilities beyond their core campus to accommodate evolving technology. The key to maximizing these spaces lies in integrated planning and design. This session is an exploration of the planning process behind Carnegie Mellon University's (CMU) new Robotics Innovation Center (CMU-RIC), an ambitious off-campus facility that includes aerial, aquatic, and outdoor robotics testing spaces. We'll investigate how a collaborative planning and design process aligned diverse stakeholder interests and identified core priorities in the development of a highly-adaptable research facility.

Abstract: Campus science and tech buildings are crucial for research, hands-on learning, and development of a skilled STEM workforce. Institutions, and small colleges in particular, must leverage these campus resources to stay competitive while facing the impact of birth rate drops. Abstract: Many campuses face real estate pressures, reduced funding, and aging assets, but often lack complete data sets or tools for visualizing the connection between campus priorities. Bold strategies and tools can help us find commonalities and opportunities in a time of limitless needs and constrained resources. We will detail an approach that considers cost, campus vision, and asset management goals to enable flexible solutions with a data-driven analysis of capital planning alternatives. Come learn how to determine which data matters and how to approach your campus's challenges in a way that better supports the institutional mission and adaptation to change.

Abstract: The president of Carlow University identified the university’s town-gown relationships as needing assessment as the institution embarked on a significant campus revitalization that required close coordination with the City of Pittsburgh. We developed a four-quadrant framework of best practices based on an extensive literature review. To assess town-gown interactions against the framework, we interviewed city and higher education leaders, reviewed the City of Pittsburgh’s and university documents, and analyzed the university’s social media presence. Our process generated specific, actionable recommendations that resulted in the university reorganizing senior leadership position descriptions and responsibilities, revamping its social media strategy, and aligning organizational efforts to increase its visibility.

Abstract: Universities are complex organizations that must align many different types of plans to maximize success. Integrated planning is vital to the master planning process because it requires support of all university constituencies. This session will describe how integrated planning and the development and implementation process of the East Tennessee State University (ETSU) master plan enabled ETSU to receive external support of more than $400 million for new and renovated capital projects over the past decade. We'll share how to plan across units, gain constituency support, take steps for project proposals that gain state support through competitive approval processes, and ensure the master plan is the foundation for university growth.

Abstract: California recently passed legislation that permits its public entities to leverage Progressive Design-Build (PDB) delivery methods for capital projects. Other states are following suit, which will upend traditional planning and design processes. This session will outline necessary changes to pre-design planning processes and considerations to set projects up for success under a PDB delivery model. We'll share tools that will help you achieve better outcomes in your planning and design processes, including lessons learned from our own successes and challenges of using PDB as a project delivery method.
