Systemness

A Case Study

This article traces the launch of a substantial reorganization of public higher education in Connecticut through the lens of “systemness”. The case study details the dynamics and challenges of implementing “Transform CSCU 2020” in a period of turbulence and change with a concluding focus on lessons learned.

Abstract: State institutions of higher education in Connecticut are experiencing a dramatic and unprecedented period of change: the consolidation of four universities and 13 community colleges into Connecticut State Colleges & Universities (CSCU) and the creation of a new administrative structure. This article charts the early stages of this process, presenting events as they unfolded during Governor Dannel Malloy’s first term beginning in January 2011, through his November 2014 reelection, until his state budget was passed in June 2015.

Advocates of systemness in higher education are challenged to balance the promise of centralized leadership and localized prerogative in designing and implementing policy. Systemness offers the promise of synergy and innovation within and across the system guided by common purpose and vision.

This article discusses five specific implementation processes and challenges: a systemwide credit transfer articulation program; Southern Connecticut State University’s early Transform CSCU 2020 initiatives; an ongoing effort throughout CSCU to develop a systemwide identity; the potential impact of budget constraints on systemness; and difficulties selecting and developing administrators and leaders.

Maximizing Impact

Purposefully Incorporating Diversity Efforts Within Postsecondary Systemwide and Institutional Strategic Plans

Only when diversity is purposefully included in a strategic plan can true diversity strategic planning take place.

Abstract: Postsecondary institutions are increasingly becoming more diverse. To ensure that the campus culture is appreciative of such diversity, many institutions are including language in their policies and implementing programs that demonstrate their commitment to diversity. One such means for communicating institutional commitment to diversity is through the strategic plan. As the basis for establishing institutional priorities and determining which initiatives get funded, the strategic plan can reflect the institution’s true commitment to diversity by purposefully incorporating plans for diversity throughout the document. This research sought to understand what was already being done in regard to diversity and strategic planning at both the system and individual institution level so that information can be relayed about what works and has the greatest impact and therefore should be considered when developing a strategic plan that pays attention to and appreciates diversity. Findings suggest that although institutions are including diversity initiatives in their strategic plans, there needs to be greater attention paid to diversity within the strategic plan.

Employing College and University Credit Ratings as Indicators of Institutional Planning Effectiveness

Credit ratings can be an integral component of the planning process, particularly as an implicit indicator of institutional planning effectiveness.

Abstract: College and university credit ratings directly affect institutional budgeting and planning. Hence, they should be of special concern to those charged with institutional planning. This article underscores the critical role that the ratings issued by two major rating agencies play in institutional finances and planning. Because rating agencies take into account a broad range of criteria, credit ratings remain a robust indicator of creditworthiness and can serve as signaling devices regarding institutional market positioning. Therefore, decision makers should be aware of the importance of ratings as they seek to compete for students and resources in the short run and plan for the long term.

Learning Centers Versus Campus Development: Growing Pains for Community Colleges

Los Rios Community College District is building learning centers and Sierra Community College District is maintaining a single college with multiple campuses: Both approaches work.

Abstract: The student demographics of community colleges have necessitated that districts offer a variety of programs in different learning environments. Many of today's community college students aspire to earn career-related certificates or improve employment skills and want close proximity to home or work to maintain their schedules while advancing their education. The study described in this article reviews two community college districts in proximity to one another to evaluate their student demographics and identify the trends in student movement. Both districts offer associate's degrees and certificate programs and use Internet components to serve their students, but differ in their facilities approach to providing services.

An Assessment of Capital Budgeting Practices for Public Higher Education

This study finds a need for new capital projects to include continuing, dedicated revenue streams for the project lifetime in order to avoid continuation of the current state of underfunded maintenance, especially in light of growing needs for upgraded research equipment and space.

Abstract: The capital renewal and replacement of the nation’s public higher education facilities has been a growing problem for several decades. While the need for new and improved facilities has increased over the years, many campuses simply have too many aging infrastructures that are too costly to replace. This, at a time when we have less than favorable economic conditions, only adds to the situation. As the age, size, and complexity of buildings continue to grow, so too does the amount of maintenance funding required to keep buildings in good working order. The purpose of this study was to assess and compare the 50 states’ efforts of funding public higher education capital needs. This study investigated areas relating to capital needs financing, planning, decision-making processes used in each state, available funding, and future directions in the various states. Of the 50 states, 41 states responded, representing 82 percent of the 50 states.

The authors have distilled significant lessons learned from their experiences with a number of mostly smaller colleges and universities, but the principles and processes apply in a wide variety of institutional arenas.

Developing a Financial Strategy for Academic Distinction: A Case Study of the Rutgers Experience

Abstract: The process of devising a financial strategy to enhance its academic distinction began at Rutgers, a large, public, research university, in 1980 with a not uncommon statement of the Rutgers Board of Governors that sounded like many other mission statements. It used the expected phrases: continue development as a national and international resource by improving quality of instruction, research, and service; increase emphasis on scholarship; expand graduate and research areas of excellence; enhance programs to serve society's needs for broadly educated, humane, competent professionals to serve New Jersey's needs in education, business and industry, public policy studies, government, and other areas. But the Rutgers board did not see the statement as a platitudinous expression to be said and forgotten, and called upon the University administration to implement the statement with all due speed. What follows is the story of its implementation and the results of that action.
