It’s a reflection of what was in the minds of the academy members who participated as reviewers for the SCUP–48 concurrent proposal selection process, and of those desiring to contribute to SCUP’s body of knowledge through their program submission.

A Resource and Planning Toolkit for Universities in Africa

There is a significant gap in the level of development of higher education processes and structures between the institutions of the developing world and the well-established universities of places like North America and Europe.

Abstract: All universities need an integrated plan to chart their path through these turbulent times and amidst the changing expectations of higher education. This is especially true for universities in developing countries. Such universities operate with very scarce resources and limited depths of expertise, but still seek to respond to surging demand. The result is a strain on these universities and a threat to quality. This article introduces the processes and concepts of planning and development for universities in developing countries, focusing mostly on the African context. Our premise is that the basic planning processes and concepts that work in North America and Europe are still valid for universities in developing countries, even if the nature, content, and resulting strategies are very different. Therefore, this article draws from published work in planning applied in the context of the authors’ experience in higher education in East Africa. We conclude that good strategic planning is necessary for universities in developing countries, as is operational planning for programs, resources, and capital. Conversations With Central Administration

Facilitating Communication and Partnerships in New Program Development

Central administration is not creating curriculum; rather, it is encouraging the faculty to understand limitations and embrace broad institutional visions.

Abstract: The role of central administration in program development varies from institution to institution. Applications of shared governance, differences in state regulations, and evolving institutional procedures result in dissimilar administrative structures. This article reports on the role of central administration in new program development, as discussed by 13 senior academic officers at 12 public universities in the Carnegie Research Universities/Very High classification. The themes of fostering institutional communication and partnerships emerged in the interviews. In addition, the perceptions of the assistant provosts, associate provosts, and vice provosts responsible for the process are included.

A Collaborative, Ongoing University Strategic Planning Framework

Planners at Cleveland State University describe that institution’s highly communicative and participatory strategic planning process.

Abstract: This article examines the strategic planning process at Cleveland State University, a large metropolitan state university in Ohio. A faculty-administrative team used a communicative planning approach to develop a collaborative, ongoing, bottom-up, transparent strategic planning process. This team then spearheaded the process through plan development and the early stages of implementation and evaluation. The article presents the framework for this process in detail and includes a three-year timetable. The authors discuss the unexpected landmines that threatened to undermine the process and the important lessons learned in the hopes that this will aid other universities in their strategic planning efforts.

The Next Great Wave in American Higher Education

Abstract: Four distinct waves can be discerned in the history of American higher education. The 85 years before the Civil War were characterized by the founding of hundreds of liberal arts colleges. The post–Civil War era saw the majority of these small colleges disappear, replaced by public land-grant schools. Around the turn of the last century, the giants of American industry led the founding of the great private research universities. The term "megaversity" entered the American lexicon after World War II, when thousands of returning GIs swelled the ranks of higher education; the second half of the 20th century also witnessed the proliferation of community colleges. The fifth great wave is now breaking, with for-profit competition and revolutionary teaching technologies among its main characteristics.
