Abstract: As the start of the 2020–21 academic year approaches, America faces a series of unprecedented challenges: the worst public health crisis since 1919, the worst economic environment since 1933, and the worst civil unrest since 1968. Public policy-makers have so far struggled to respond to this rapidly changing environment. How will the federal government's actions affect colleges and universities? What other governmental policies might ameliorate these challenges on campuses? This session will explore the policy and political climate in Washington DC, discuss current and potential policy changes, and encourage you to consider how these will impact your institution.

Implementation and Outcomes at Two Diverse Colleges

The Tennessee Promise will change the face of educational attainment for Tennesseans.

Abstract: The Tennessee Promise has become a cornerstone of Tennessee’s higher education initiatives and has propelled the state to the forefront as a national leader in supporting higher education opportunities for high school graduates. Through a state-established endowment, the funding for the first two years of community or technical college is available to all high school graduates. The program combines student timeliness in complying with requirements and completing service activities, community mentors and involvement, high school counseling and marketing, and college engagement. This article provides an explanation of the Promise program and an overview of its implementation at two distinct Tennessee community colleges.

Cultivating Campus Change

How can universities overcome the institutional inertia that impedes successful innovation and change?

Abstract: While universities recognize the need for change, establishing an environment conducive to change requires time and movement through stages. In this article, I examine different tools and processes that can pave the way for innovation or change. These processes became evident in my research on the emergence of an interdisciplinary policy school jointly established on two campuses where previous models did not exist. The change came about because there was a confluence of forces that promoted it; these factors were strong enough to negate the barriers. There were key actions undertaken by the universities that promoted the change, including systematic program review, university-wide integrated planning, the appointment of an executive sponsor who had social and political capital, and the establishment of a “grassroots” working committee comprising faculty who were passionate about the initiative. However, there were equally important practices and policies that hindered the movement forward; these included institutional procedures that required multiple levels of approval in a lock-step process and the many facets of resistance to change. For universities contemplating a change agenda, the implementation of some of these processes and tools could potentially be beneficial in moving forward.

Understanding the Effects of State Oversight and Fiscal Policy on University Revenues

Considerations for Financial Planning

This article outlines the ways in which increased state oversight and restrictive state fiscal policies have affected public four-year college and university revenue structures, highlights how these policies introduce new considerations for institutional financial planners, and outlines some possible institutional responses.

Abstract: This article surveys the impact of state oversight and fiscal policy on universities’ revenue structures with special attention to tuition and state appropriations. It highlights the difficulties that arise for financial planners who face increasing state oversight, diminishing state support, and significant reliance on increases in tuition and fees. It also considers the impacts of restrictive state fiscal policies on financial planning. The author suggests that as institutional planners seek out the factors affecting revenues, it is sensible for them to consider the consequences of state oversight and state fiscal policy in their assessment of the internal and external fiscal environments.
