Abstract: Higher education institutions have been preparing strategic plans for at least 50 years, yet critics still find their implementation to be weak. Most universities treat strategic planning as an ad hoc activity without a stable structure for follow-through. Implementing strategic plans involves change management in a risk-averse culture. An integrated planning function would include conducting regular environmental scanning, coordinating plan implementation, and measuring progress in achieving strategic goals.

Reimagining Science and Engineering Programs through the Living Masterplan

Abstract: Science and engineering programs continue to grow and attract funding. Strategic planning can maximize new and repurposed space for STEM programs to address aging infrastructure, changing research, evolving student needs, and an uncertain future. To build stakeholder consensus and develop an achievable plan, we'll define key metrics behind the best use of existing space and showcase how specific data-driven tools and analytics transform traditional planning into a living masterplan. Other states are following suit, which will upend traditional planning and design processes. This session will outline necessary changes to pre-design planning processes and considerations to set projects up for success under a PDB delivery model. Social research at Marquette University illuminates how students from different identity groups perceive campus places and informs campus planning priorities. Guided by social research and inclusive placemaking, this session highlights strategies, frameworks, and implications for fostering belonging in diverse campus environments. We'll explore participatory mapping and other tactics for assessing campus belonging from a physical place perspective as well as proposing research-informed changes for future policy, operational, and design interventions.
