Navigating the Changing Tides of Integrated Planning

This session will describe how South Texas College restructured its integrated planning processes through the development of two planning bodies—which became instrumental in dismantling silos, aligning stakeholders, and amplifying diverse voices across multiple campuses.
Abstract: This session will describe how South Texas College (STC) restructured its integrated planning processes through the development of two planning bodies: the Institutional Leadership Council (ILC) and the Institutional Planning and Effectiveness Committee (IPEC). This restructuring was instrumental in dismantling silos, aligning stakeholders, and amplifying diverse voices across STC’s large service district and multiple campuses. Presenters will share lessons learned from the restructuring and demonstrate how to use both small-group (IPEC) and large-group (ILC) communication channels to balance inclusive communication with intentional, focused dialogue.

Building a Sustainable Assessment Framework for Continuous Improvement at Scale

A case study of a public university’s college of business administration contributes empirical evidence of scaling challenges and offers a transferable framework for institutions seeking to enhance assessment capabilities while maintaining faculty engagement.

Abstract: Using a longitudinal case study spanning two decades (2003–2022), the authors analyzed how a large public university’s college of business administration designed a system that balanced institutional assessment needs with faculty workload considerations. Their findings revealed that successful large-scale assessment systems require: (1) multilevel organizational structures with clear staff roles, (2) embedded assessment measures leveraging existing coursework, (3) technological infrastructure to streamline data collection, and (4) robust feedback mechanisms ensuring interventions are implemented and evaluated. The study contributes empirical evidence of scaling challenges and offers a transferable framework for large institutions seeking to enhance assessment capabilities while maintaining faculty engagement.

Abstract: Everyone involved in planning activities will be aware of the use of data in the process. Data-driven planning is ubiquitous in all planning processes but can be a weak spot for many planners. The difficulty for most people is that the very mention of “data” can make eyes glaze over. Some of the least understood and most misused data are student, faculty, and staff headcount and FTE (full-time equivalent). Understanding some critical factors about these data sets can help demystify them and strengthen the planning process.

Montgomery College's (MC) integrated planning incorporated robust community input that culminated into a successfully built plan that supports agility and flexibility.

Planners must not undervalue the importance of data-informed decision-making and its link to institutional wellbeing and sustainability. Montgomery College's (MC) integrated planning incorporated robust community input that culminated into a successfully built plan that supports agility and flexibility. MC continuously reminds and educates the campus community about 'what's in it for me' and the benefits of collaborating on this growth mindset. This session will demonstrate how data-driven planning fosters ownership, accountability, buy-in, and increases effectiveness and trustworthiness of institutional decision-making, resulting in positive outcomes and decreased risk.

Abstract: Campus decarbonization requires flexible and adaptable approaches at all scales. Determining the appropriate mix of action plans helps campuses prepare for an increasing number of existing building performance and carbon reduction policies. The University of Minnesota's (U of M) multi-campus system, one of the largest in the U.S., is planning and taking actions to become net zero. This unconventional approach addresses decarbonization across regional climates, campus-systems, and building scales. In this session, we'll provide transferrable decarbonization planning processes, best practices, and lessons learned from actions across geographical regions, diverse campus-wide energy systems, and existing facilities net zero strategies.

Campuses need solutions for meeting rigorous energy goals while capturing programmatic needs, improving occupant health and wellness, and meeting bottom-line financial requirements. What are the key steps in planning and delivering a fully-electric, highly-sustainable student residence, dining, and services building? Using the Harmony Commons at the University of Toronto-Scarborough (UTSC) as a case study, we'll share planning perspectives from administrative, financial, design, and construction standpoints. This session will raise awareness of available solutions for planning and building an all-electric building and provide a pathway for success through integrated planning.

Abstract: Institutions are constrained by housing modern programs within aging facilities. Cornell University's College of Engineering addressed these challenges while collecting programs and enhancing the user experience. This session will explore project goals that resolve pragmatic challenges of aging facilities and evolving programs with interventions that help support the future of academic programs and impact the overall cohesiveness of the larger campus. We'll identify opportunities to solve programmatic and utilitarian challenges within the confines of aging facilities while helping to improve the student experience, recruit researchers, and make connections between buildings and across the campus.
