Collaborative Planning Deepens Town-Gown Relationships

Carlow University Develops a Best-Practice Framework with the City of Pittsburgh

Implementing a four-quadrant assessment of purposeful communication, participatory engagement, collaborative planning, and shared resources produced actionable, impactful, and relevant improvement recommendations for the urban university.

Abstract: The president of Carlow University identified the university’s town-gown relationships as needing assessment as the institution embarked on a significant campus revitalization that required close coordination with the City of Pittsburgh. We developed a four-quadrant framework of best practices based on an extensive literature review. To assess town-gown interactions against the framework, we interviewed city and higher education leaders, reviewed the City of Pittsburgh’s and university documents, and analyzed the university’s social media presence. Our process generated specific, actionable recommendations that resulted in the university reorganizing senior leadership position descriptions and responsibilities, revamping its social media strategy, and aligning organizational efforts to increase its visibility.

Through its strategic plan, Triton College built support for and overcame barriers to institution-wide neurodiversity efforts.

Abstract: Triton College’s strategic plan focuses on short- and mid-term institution-wide neurodiversity efforts to create a neuroinclusive campus culture. Key aspects of success include a multi-year administrative commitment; connecting the work to the open-access mission; including committee members from across the college; and focusing on programming, space, and partnerships. Triton College built support and overcame barriers by amplifying advocates and identifying champions, tying the work to campus-wide initiatives, ensuring strategic and operational leadership, securing seed funding, including stakeholders, starting small, reducing risk, allowing for development time, defining the work, building on wins, and adhering to an open-access mission.

This is a collaborative presentation with one of the project's institutional partners, The State University of New York (SUNY) at New Paltz, and one of the project's founding partners, the Renaissance Center for Interdisciplinary Thinking, Knowledge Integration, and Advanced Applications of Imagination. Together we'll explore the Hudson Valley entrepreneurial ecosystem and reveal its inhabitants, value dynamics, and potential interventions that can help the ecosystem become healthier and grow the entrepreneurial economy of the lower Hudson Valley.

However, what looks like obstructionist behavior could actually be the observable effects of role ambiguity. Absent clear expectations, middle managers might assume their own unsanctioned change leadership path or take on no role at all because they lack understanding about their responsibilities. This article explores the complexity of middle managers’ experience, examines how middle managers at a two-year college navigated the uncertainty of their role within the context of institutional change, and provides readers with suggestions for equipping middle managers to become effective change agents.

Creating Buy-In for Difficult Planning

In this session we explore the successes and failures involved in two planning initiatives that required broad-based faculty support in order to reverse issues with programmatic quality, student success, and institutional accreditation.
Abstract: In difficult times, planning and the successful implementation of that planning require the buy-in and support of a whole range of stakeholders–but particularly the faculty, since they carry out the institution’s teaching and research missions.

Faculty can make or break successful planning.

An institution must be very circumspect in their choice of representative faculty for planning groups, how they are engaged in the planning process, and how they interact with other campus constituencies for maximum buy-in. This endeavor is particularly difficult when the new planning process follows previous attempts that have failed because of faculty resistance or lack of meaningful involvement. This session details successful planning initiatives at two regional universities, one in the Midwest and one in the southern Northeast, where earlier planning efforts failed because of “the faculty factor.”

It was part of an initiative to recognize and encourage employee engagement, develop operational efficiencies and effectiveness, and eliminate obstructions to staff success.

Abstract: This article outlines the process by which a public university sought to develop and grow a culture of problem-solving and innovation at a time when the institution was undergoing a number of transitions. By developing a Barriers Team, the institution brought together a group of individuals representing all aspects of the university and charged the members with tackling barriers to success. The authors outline how they used the institution’s strategic plan as a starting point, and then describe the steps, provide examples, and reflect on the long-range viability of the approach.

Plan and Align Improvement Efforts Across Departments

Abstract: Many institutions are engaged in concurrent, overlapping institutional change initiatives. Being able to plan and align improvement efforts while including all stakeholders without duplicating effort requires new tools and skills. We will share how Olympic College used the planning for a new enterprise resource planning (ERP) system to design improvements in our student-facing systems. You will practice different techniques and tools to visualize institutional processes and identify alignment. We will discuss the use of traditional business management tools to map institutional structures, create cross-departmental capacities, and guide cross-functional teams.
