Sean Seepersad, Ph.D. is Division Director of Academic Affairs at the Connecticut Office of Higher Education (OHE), where he leads statewide authorization and oversight for private career schools alongside degree-granting institutions. His work centers on practical, student-protection-focused regulatory oversight: setting clear standards, modernizing processes, and partnering closely with schools to raise quality while ensuring compliance with Connecticut statutes.At OHE, Dr. Seepersad has driven a multi-year compliance modernization effort. He led the design and implementation of a cloud-based regulatory platform that integrates review and monitoring workflows across units, improving timeliness, record-keeping, and transparency. He guided statutory updates that strengthened evaluation mechanisms—including the use of student surveys and updated application reviews—and negotiated data-sharing agreements to improve financial risk screening. He coordinates with licensing boards and agencies such as Public Health, Labor, and Motor Vehicles, and works with accreditors (such as NECHE, ABHES, NACCAS) to ensure collaborative regulatory oversight. His team has managed complex school closures with an emphasis on teach-out continuity and consumer protections.Nationally, Dr. Seepersad serves on the Board of Directors for NASASPS and NC-SARA and regularly presents on regulatory practice, data systems, and inter-agency collaboration. He has also taught as adjunct faculty at a large public university, bringing an educator’s perspective to policy and oversight. Dr. Seepersad holds an applied Ph.D. in Human and Community Development from the University of Illinois. - Topics
