Joseph (Jay) Rourke has over 30 years of experience in information technology implementing solutions for Fortune 500 companies, numerous state agencies, higher education institutions and school districts around the country. Jay has presented at many national conferences about software implementation, reducing transportation costs, asset management, and data mining.

Jay is the chief information officer for the State University Construction Fund (Fund), a public benefit corporation dedicated to expediting the construction and maintenance of the State University of New York. The Fund has approximately 1,400 active projects with an annual spend of $650M in 2022.

Mr. Rourke graduated with a B.S. in Business Administration with a focus on Information Systems Management from The College of St. Rose in 2003.
