Cynthia Wilder is the Executive Director of the Facility Planning Department at Morgan State University. As such she is responsible for planning and preparing documentation to support campus physical/facility needs. Included is the coordination/development of the Ten-Year Facility Master Plan; Architectural Programs, which provide the justification and the scope of work for capital projects, and preparation of the Annual Five-Year Capital Budget Request to the State. She serves as a liaison to the State Control Agencies to include the Department of Budget & Management, Maryland Higher Education Commission and Legislative Services and is the State Clearinghouse Review Coordinator for Morgan State University.
During her tenure, she has successfully developed and/or coordinated the development of capital projects in excess of $1 billion for the construction and/or renovation of facilities to include but not limited to the Center for Built Environment & Infrastructure Studies, Earl Graves School of Business & Management, the Martin D. Jenkins Behavioral & Social Sciences Building, New Health & Human Services Building, new Student Support Center and a new Sciences Building currently in design.
