By Glenn Loury

Questions whether improving the living conditions of the poor depends on the kinds of questions and answers which engage most social scientists, and contends that the real issue belying the social and economic problems of the poor is a spiritual one, not a matter of government intervention and incentives. Such a focus on community and personal spirituality must come from within the communities themselves, the author contends, although public leadership can and should be used to support such a focus.
