This survey of current methodologies and problems in forecasting at the state and institutional level was written by Edward H. Lyell, director of planning and management systems, Colorado Commission on Higher Education, and Patrick Toole, associate professor of engineering design and economic evaluation, University of Colorado, Boulder.
