Skyrocketing interest rates and soaring construction costs are taking their toll on college and university building programs. Campus planners, especially those at small private colleges, are looking at previously unexplored ways to economize. At St. Norbert College in De Pere, Wisconsin, plans are under way to recycle a seven-year residence hall for use as a library. The circumstances leading up to the development of the project are described in the following article by Kenneth Curley, director of public relations at the college.
