The River Campus Libraries (RCL) Building and Project Lead is responsible for planning, implementing and evaluating building and facility maintenance and space development programs for Carlson Science and Engineering Library, Physics-Optics-Astronomy Library, Rush Rhees Library and the Annex Storage Library and is the primary lead for physical space projects in the River Campus Libraries. Reporting to the Assistant Dean, Organizational Performance, the River Campus Libraries (RCL) Building and Project Lead will coordinate projects run by other departments such as Facilities that affects RCL spaces. As a member of Organizational Performance, the incumbent collaborates with library leaders to support the library’s operational needs and strategic priorities. The incumbent will learn about and keep abreast of library space trends. The position requires a demonstrated knowledge of university procedures, resources, priorities and policies, as well as a clear understanding of university auxiliary departments. The RCL Building and Project Lead must have the ability to lead initiatives and manage effective communication with diverse constituencies. The incumbent works closely with all departments within the RCL and liaises with outside vendors, subcontractors and university auxiliary offices such as real estate services, environmental health and safety, facilities, public safety and campus planning and project management. Additional duties may be assigned.


Building Management:

Under the direction of the Assistant Dean, coordinates and manages building and facility operations and space development programs for the RCL.
Negotiates and oversees the lifecycle of assigned projects including vendor selection from university authorized vendors, contract execution ensuring vendor compliance and adherence to university quality and performance standards, and approval of vendor payment.
Represents RCL for the Annex Storage Library with university real estate services, property owners and with other tenants of the Brighton Health Complex.
Initiates discussions with university real estate services, RCL key stakeholders and property owners on operational concerns and needed improvements to the Annex Storage Library to ensure proper environmental, space and security needs are maintained.
Manages library security systems including purchasing, maintenance and repair for alarm systems and building monitoring devices.
Leads and coordinates the library’s emergency response plan (including off-hours), serves as the principle contact for first responders for fire alarms, ensures action is taken to protect the buildings and collection materials during emergencies such as water leaks.
Develops and maintains a process to audit all non-computer equipment/assets.
Conducts annual space usage certification in UR Space system.
Manages card reader access to RCL spaces using Lenel software and conducts annual review of access levels.

Project Management:

Manages projects through their life cycle, including project concept, development and execution of the plan, and completion of the project.
Ensures project is delivered within approved budget, schedule, scope and meets quality standards.
Determines scope of the problem/project, through collaboration with department heads and/or project sponsor.
Collaborates with project sponsor to define/review the objectives, scope, benefit, budget, and success factors of a project.
Serves on committees and attends meetings as requested.
Keeps current with RCL operational and strategic goals.
Additional duties as assigned.

Personnel & Fiscal Management:

Supervises the RCL Building and Projects Assistant and the RCL Mailroom Assistant.
Sets priorities and manages annual budget for maintaining library spaces and furnishings.
Manages project related budgets to ensure expenses are within budget limits and fiscal policies are followed.

Required Qualifications

Bachelor’s Degree in Business Administration, Construction Management or other related field required. Minimum 3 to 5 years required in building and/or project management experience in university settings or equivalent combination of education and experience. Current knowledge of university procedures, resources, priorities and policies preferred o equivalent combination of experience at another educational institution. Supervisory experience preferred and familiarity with HVAC concepts and modern fire and security systems preferred. Required knowledge, skills and abilities: Excellent written and verbal communication with exceptional attention to detail; Ability to effectively work with an interdepartmental team; Demonstrated commitment to diversity, equity and inclusion; Works well independently and in a team; Demonstrated success managing facilities and projects; Prior experience actively managing medium sized projects. Project Management Professional certification preferred.
