Reporting directly to the Director for Campus Planning, Design and Construction, the Planning Manager is responsible for the management of MSU’s planning resources. As division head, this position will manage the efficient use of planning and space assets through the creation and maintenance of an accurate space inventory, perpetual planning for space needs, improved utilization strategies, and formalized processes, policies and procedures for all planning related endeavors across campus.
Duties and Responsibilities
Primary responsibilities of this position are to manage the planning staff and effectively utilize all planning resources to implement policies based on accurate data. The position will also coordinate with our project management and design teams to review all construction projects such as building assessments and studies, master plans, cost estimates and MUS-related items (Long Range Building Program and Facility Condition Assessments) . The Planning Manager will also oversee the development of a comprehensive inventory of all university academic and non-academic spaces; manage the creation and maintenance of technical reports; provide space utilization analysis; and support and advise the space management committee, and campus, on space topics, issues and strategies. In addition, this position communicates with all levels of management and will supervise up to 7 planning and GIS staff.
-Performs and manages complex and sensitive professional planning research and analysis.
-Provides overall management of division-related planning issues.
-Advises the CPDC Director on all planning related matters.
-Advises various councils, boards, committees and university administration about planning related issues.
-Assigns work to professional staff and ensures appropriate training is provided.
-Prepares reports on operations and activities, recommending improvements and modifications.
-Ability to work on several projects or issues simultaneously and meet deadlines.
-Advise and provide recommendations to the Space Management Committee and campus leadership for best utilization and allocation of space as a university asset.
-Provide technical consultation with campus community decision makers at all levels.
-Provide data, analysis, recommendations, and decision support for space allocation decisions, including new requests and associated space availability cascades.
-Oversee the development of space utilization studies for the purpose of analyzing existing use patterns in consideration of strategic and programmatic goals as well as operational needs.
-Develop and manage a validated comprehensive inventory of space. Assure space data is verified and updated to accurately support institutional decision making.
-Develop and manage a process for centralized space inventory management and decentralized accountability.
-Supervise the collection and analysis of tabular and spatial data using GIS, GPS, AutoCAD, and data analysis tools to produce an annual study of space verifying functional use and occupancy.
-Manage regular and ad hoc analyses of existing University space and station utilization in consideration of efficient, equitable, and strategic outcomes.
-Evaluate operational budget needs and expenditures relative to space use efficiency.
-Provide space data analyses for the evaluation of lease renewal options. Track attributable avoidance of costs associated with new and lease space decisions.
-Enable greater utilization of software licensed by MSU (FM:Systems, Teamwork, Ad-Astra, Tableau, AiM, ArcGIS, AutoCAD, Platinum Analytics, Degree Works, etc.)
-Establish working relationships with other space-related personnel and offices (Office of the Provost, Vice President of Administration and Finance, Vice President of Research and Economic Development, Office of Planning and Analysis, Office of the Registrar, Office of Sponsored Programs, Campus Planning, Design and Construction, and Facilities Services) in order to collaboratively address space management issues on campus.
-Hire, coach, evaluate, and supervise staff.
-Supervise data collection.
-Incumbent will attend and participate in required training for the use of personal protective equipment and comply with requirements for use of employer provided equipment.

-Demonstrated experience working in the planning profession or closely related field.
-Demonstrated experience managing electronic data including database development, integration and customization.
-Demonstrated experience in personnel management or supervisory experience.
-Master’s or other graduate degree in Planning, Geography, Information Management, Computer Science, Engineering, Business or related fields.
-3-5 years experience managing planning data.
-Experience creating or reviewing real estate or lease documents and/or facilities use agreements.
-3-5 years experience managing staff or related supervisory experience.
-Experience leading a planning unit with a diverse set of skills.
