Job Duties

Reasonable Accommodation

• Programmatic responsibilities for HR reasonable accommodation functions. Provide information, interpretation, advice and counsel to management and employees regarding reasonable accommodation. Primary lead for employee reasonable accommodation process including, coordinating College efforts to reasonably accommodate employees and applicants as required. Develop and maintain appropriate files, letters, statistical data and other documents regarding reasonable accommodation. Coordinate and collaborate with other departments and external entities as necessary to assist with facilitation of reasonable accommodation requests. Assist disability separated employees with training and return to work options as required by law.
• Provide expert consultation regarding rights and responsibilities to supervisors and employees. Responsible for the up-to-date case management of reasonable accommodation requests, from initial submission to full return to work.
• Develop, implement and continuously improve the College’s reasonable accommodation program services. Identify when College systems and practices may need to be modified in order administer reasonable accommodations correctly. Identify new initiatives and areas of opportunity to improve management of Benefits and proposing options.
• Monitor state and federal legislation that will impact reasonable accommodation, coordinating potential impact and program administration changes with VP-HR. Monitor and analyze trends/issues in reasonable accommodation and ADA compliance.
• Provide information, interpretation, advice and counsel to management and employees regarding extended medical leave as a reasonable accommodation, and long-term disability insurance.
• Collaborate and advise HR staff and employing departments regarding complex disability retirement cases.
• Serve as a subject matter expert when providing employees with Labor and Industries (L&I) claim, including disability retirement and/or separation.

Workers’ Compensation

• Provide oversight of the workers’ compensation program. Monitor all related reports, including the BC Incident Report and Labor and Industries (L&I) claim forms for BC employees and volunteers. Monitor the processing of all L&I claims and coordinate process with employee and applicable College departments. Monitor workers’ compensation payments and track and report loss of earnings to L&I. Coordinate with employee and department regarding return-to-work procedures. Conduct disability claims management and coordinate various disability and leave programs.
• Provide guidance to other HR staff regarding Labor and Industries (L&I) claim. Develops and maintains data bases, appropriate files, letters, statistical data and other documents. Coordinate and collaborate with other College departments as necessary to assist with facilitation of Labor and Industries (L&I) claim. Collaborate, counsel and advise departmental and HR staff and BC employees regarding Labor and Industries (L&I) claims and return-to-work processes.
• Serve as a subject matter expert when providing employees with Labor and Industries (L&I) claim, including disability retirement and/or separation.

Other Benefit Services Support

• Employee Exiting/Off-Boarding – Provide development, coordination and support of the BC Exiting /Off Boarding Program; review HRIS data to verify separation; prepare and send letters; analyze survey results; respond to inquiries.
• Employee Death Coordination – Provide development, coordination and support of employee death procedures and processes at Bellevue College. Work with department, administration, and employee family to ensure appropriate processes are followed. Monitor obituaries for potential deaths of employees, family members or retirees.
• Assist in the annual open enrollment for employees by assisting in the drafting of communications regarding the process, and scheduling and presenting informational meetings for employees regarding insurance changes in order that employees have the latest information with which to make decisions regarding their benefit packages. Monitor online enrollment to ensure that employees have complied with mandatory open enrollment and follow up with employees, if necessary.
• Provide backup to Benefit Specialist as needed.


• Organize and support special programs and projects. Monitor programs/projects as they relate to departmental goals. Collaborate on various project problem solving; research issues and special problems, and recommend solutions. Researches information, compiles statistics, gathers, and computes and analyzes various data; prepares special reports, summaries or replies to inquiries. Research and help implement “best practices”. Research and prepare background information for presentations, articles and publications; obtains and provides specific information, researches various issues, special problems, recommends solutions, coordinates and assists with policy matters.
• Develop and provide formal training in areas of expertise. Maintain knowledge on current developments and practices in human resources. Provide backup to HR staff as needed. Perform other duties as assigned.

Required Qualifications

• Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, Behavioral Science or closely related field. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis.
• Three (3) years of progressively responsible professional-level human resource experience.
