The Office of Capital Planning and Budget provides support to the Board of Regents, the 13 institutions of UW System and, in partnership with the Wisconsin Department of Administration Division of Facilities Development, the State of Wisconsin Building Commission. The office offers institutional partners guidance and expertise in capital planning, budgeting, administration of the UW Managed design and construction program, architectural/engineering assistance as well as real estate services to support the institutions in developing and maintaining their biggest single physical investment – university facilities.

The office also develops the Board of Regents biennial capital budget request and submits it to the state’s Department of Administration for its recommendation as part of the governor’s biennial state building program.

Job Duties

The Executive Director of Planning, Design and Technical Services is a critical team leader responsible for providing guidance for activities that create and maintain the physical environment necessary for the University of Wisconsin System and each of its institutions to fulfill their missions. This goal is achieved through the joint effort of the professional staffs of the University of Wisconsin System Administration, each UW institution, and the State of Wisconsin’s Division of Facilities Development & Management.

This position is responsible for team leadership in development and implementation of physical planning strategies, policies, and procedures for the University of Wisconsin System. Duties will include directing professional staff in the Capital Planning and Budget office and providing mentorship to institutional staff in all aspects of developing and implementing comprehensive physical development plans. The Executive Director determines and arranges for appropriate involvement by the State of Wisconsin Department of Administration’s Division of Facilities Development & Management professional staff in UW System planning and design, and serves as a liaison with other state agencies including the Department of Natural Resources, the Department of Transportation, and the State Historical Society.

The major responsibilities of this position are as follows:

Provide team leadership in developing physical planning strategies and policies for the Board of Regents and System Administration’s consideration.
Define and maintain a comprehensive planning processes and schedules for planning and project activities.
Direct and assist professional planning staff in planning policies and practices in compliance with Board of Regent, State of Wisconsin and federal requirements.
Stay abreast of new developments in planning practices and integrating those into the University System’s planning practices.
Lead planning efforts with non-university agencies such as the State of Wisconsin’s Division of Facilities Development and Management; State Historical Society; Department of Transportation; and Department of Natural Resources.
Provide leadership to institution staff in the development of sound planning practices.
Serve as steward of architectural, environmental, archeological and land resources in support of the Board of Regent’s strategic objectives and policies.
Maintain and improve environmental quality through the development and use of sustainable design practices.
Recommend system-wide priorities for the implementation of capital improvement projects.
Direct the advancement of various capital and non-capital building and renovation projects through State of Wisconsin approval processes.
Develop and implement project planning, development and delivery polices that provide a coordinated, effective, and customer-focused project delivery process.
Coordinate building project feasibility studies.
Participate in the selection of professional services and consultants and oversee development of project budgets.
Assist with preparation of monthly agendas for the Board of Regents and the State of Wisconsin Building Commission meetings.
Support the Senior Associate Vice President in representing the University System at Board of Regents and State Building Commission meetings as requested.
Assist with preparation of the biennial capital budget request.
Expedite special assignments.
Evaluate and utilize various technologies common in facilities management.
Provide leadership in office operating practices and records management.
Direct and assist professional staff in implementation practices.

Required Qualifications

In order to be considered for these positions, a candidate must have:

Bachelor’s degree in architecture, engineering, urban or regional planning, public administration or a related field.
At least five years of professional experience that demonstrates a solid knowledge of facilities planning, design and technical issues in a higher educational environment.
At least eight years progressively responsible experience in physical facilities planning, design, and construction in a complex organization.
Knowledge and skill in long-range planning, master planning, budgeting, capital planning and practices.
Knowledge of architectural terminology and concepts.
Knowledge of facilities operations.
Excellent oral and written communication skills.
Extensive experience in leadership, supervision, and management, including the ability to coach, mentor, engage, and direct the work of individuals and teams.
Ability to establish and maintain effective working relationships, including the ability to negotiate and solve complex problems involving multiple constituencies.
Excellent computer skills, including proficiency in Microsoft Excel, Word, Access, and other common computer tools.
Ability to travel up to 50 percent time.
In addition, well-qualified candidates may have:

Experience in public university planning and budgeting.
Experience working at a university institution.
