Job Duties

The Executive Director for UC Davis Health (UCDH) Division of Design, Planning and Development provides essential leadership and expertise for the entire planning and design of the Capital Improvement Program. This includes oversight of key departments including: Facilities Design and Construction, with the authority and responsibility to manage acute care (OSHPD) and Non-OSHPD capital improvement project scoping, programming, design, regulatory approval and construction for projects ranging from $1,000 to $2 Billion; Facilities Planning, responsible for all space needs for UCDH, including academic, clinical, research, and support, from the Sacramento Campus to all Regents-owned facilities and leased facilities for the entire UCDH enterprise; and Facilities Expansion for strategic development of the system. This position has primary responsibility for implementing and achieving the Division purpose including administrative, executive leadership, and client communications. The position also ensures assigned projects are delivered within scope, schedule, budget, and quality levels that are consistent with partner / client expectations. The role represents UCDH and acts on behalf of leadership as directed.

The position is directly responsible for the administration of three departments with a total of approximately 74 FTEs, including licensed Architects, Engineers, Planners, Project Managers, building officials and inspectors, Analysts, and support staff. In FY 2020-2021 the Division’s operating budget totals over $45 million and the 10-year Capital Plan UC Davis Health includes projects valued in excess of $4.8 billion. The role monitors and manages all financial expenditures in compliance with approved budgets and accounting principles and coordinates with Finance and Facilities Planning to establish capital projects, project funding and approvals.

Required Qualifications

Required Qualifications

Bachelor’s degree and / or equivalent experience / training in architecture, engineering, urban design, city planning, or landscape architecture.
Extensive management experience in planning, design, construction and / or management of large projects and facilities.
Current license in architecture, engineering, urban design, city planning, or landscape architecture in the State of CA or if out of state, ability to obtain CA license within negotiated timeframe.
Proven leadership skills that include work with complex organizations and large projects.
Clear communicator with a strong grasp of political and organizational dynamics.
A background in facilities capital projects.
Superior skills in the financial modeling, operations, and management of large-scale healthcare projects and facilities.
Knowledge of inpatient and outpatient healthcare facilities operations.
Financial skills to prepare, monitor, and manage complex detailed project budgets, evaluate independent cost estimates, and review and approve payment requests.
Leadership and managerial skills to direct several professional teams working on unique and technically difficult projects in a complex administrative environment.
Working knowledge and understanding of Lean Principles, Integrated Project Delivery, and Lean Construction Techniques.
Experience supervising personnel including recruitment, training, work assignment, setting expectations, evaluating performance, and initiating reward or corrective action as required.
Extensive knowledge of current project and construction costs and experience with industry standard cost estimating systems.
Extensive knowledge of typical design and construction sequences and durations necessary to prepare, monitor, and manage detailed project schedules.
Working knowledge of word processing, spreadsheets, scheduling, project management, and document management database programs. Microsoft Word, Excel, Project, Outlook and Windows operating environment.

Preferred Qualifications

Master’s level Certification and / or Degree in Architecture, Engineering, Urban Planning, or Construction Management.
Experience as a Project Manager of institutional major capital projects with leadership responsibility for budgets, schedules, and team coordination.
Experience with an academic organization.
Experience with the risk / reward structure of various types of design and construction contracts and how contract structure supports project goals.
