Job Duties

Reporting to the Vice President for Academic Affairs, the Director for Institutional Effectiveness leads the team of Institutional Research professionals to strategically support and facilitate data-informed decision-making for all divisions of Harford Community College. The role provides strategic analytical reports to facilitate the College’s pursuit of its strategic goals, fulfill compliance-reporting requirements, and provide oversight, operational effectiveness, and efficiency. The Director supports regional and specialized accreditation efforts, including reaccreditation, the Annual Institutional Update (AIU), and the Mid-Point Peer Review (MPPR), along with substantive change, and ensures monitoring and tracking of support for specialized program accreditations are performed according to plans.

The Director works with a broad array of stakeholders across the College and mentors colleagues on data methodology and analysis. This includes leadership of a broad range of strategic and operational initiatives, projects, and programs. These include analyzing data and using predictive analytics to forecast trends, making recommendations for program and operational needs, offering and formulating solution options for departmental and operational goals and objectives, all of which have a direct impact on the College’s revenue projections, program offerings, and workforce.

The Director creates a vision and provides operational guidance for the Institutional Research office, as well as manages its human, fiscal, and technological resources, leading a team that collects high-quality data, unifies data sets into one central system, responds to requests for data queries, uses predictive modeling, and facilitates data access by stakeholders.

This is an exempt, administrator position. Work is performed on the HCC campus.

Required Qualifications

A master’s degree in a field that emphasizes research methodology and statistics is required. Five to seven years of experience in a related field, to include business analytics and higher education administration, with a working knowledge of accreditation standards is required. Supervisory experience is also required.

• Demonstrated ability to communicate clearly, effectively and professionally, with evidence of success in explaining, presenting and interpreting data.
• Excellent computer skills and familiarity with Higher Education Enterprise Systems, data extraction tools, writing in query language (SQL), and data analysis software (SPSS, SAS).
• Ability to build effective partnerships and collaborate across the institution to help forge the consensus needed to advance the College mission
• Ability to understand, adapt, and apply trends in higher education research, data management, and policies within institutional settings.
• Demonstrated ability to manage and transform organizational culture, to lead organizational development efforts and to facilitate data-informed decision making.
