Lead Facilities Enhancements on campus.
Interface with the Space Management Co-Chairs in performing space planning duties.
Oversee permanent & temporary capital improvement, divisional, departmental or large facility moves.
Interface with state agencies, Department of General Services, the Maryland Department of Budget and Management, the Maryland Higher Educational Commission and others as necessary.
Interface with the Maryland Association of Community Colleges.
Develop and submit County & State CIP submissions.
Complete and submit quarterly reports to MHEC, DGS, DBM.
Attend Capital Budget Meetings.
Respond to all State and County questions on capital projects.
Interface with the County Planning Board.
Represent the College by attending and participating in Maryland Community College Facilities. Planner Council Meetings.
Maintain up-to-date building and plot plans for planning and control purposes.
Manage parking inventory.
Prepare budget estimates for all construction/renovation projects.
Direct, manage and coordinate the preparation of educational specifications.
Update the Campus Facilities Master Plan and Facility Condition Assessment.
Update historical project records.
Provide facilities enhancements updates to the campus community including Marketing and Creative Services, Institutional Advancement, and Human Resources New Employee Orientation/Onboarding meetings.
Draft facilities enhancements documents for the VP of Administrative and Financial Services and Executive Director of Facilities Planning and Management.
Maintain up-to-date status of all major and minor construction projects which reflects the status of planning efforts through completion of construction.
Oversee special assigned projects from the Chief of Staff.
Execute miscellaneous Executive Director of Facilities Planning and Management tasks in the absence of the Executive Director.
Execute miscellaneous Director of Facilities Operations (Trades) tasks such as coordination and direction of shop trades on special assigned projects and when requested.
Develop/prepare Purchase Requisitions and ensure they are entered into the system
Develop projects scope of work, justifications, advertisement for bids and request for proposals. Work with Procurement to ensure timely advertising of facilities projects.
Chair the screening committee for the selection of architectural and engineering firms, consultants, and general contractors.
Review contracts and proposals from all companies pursuing work on capital projects. Ensure contracts and proposals are in-line with college standards and protocols.
Direct space and architectural designs with architects and miscellaneous college faculty & staff.
Direct and finalize F&E selection for college projects. Manage installation, punch list and warranty of all new campus furniture.
Review and direct modifications and changes accordingly to plans and specifications prepared by architect/engineering firms to ensure user requirements and the College’s vision have been met in the design process.
Interfaces with architects, engineers, contractors, furniture designers, facilities shop personnel, and campus personnel for the planning and execution of projects.
Review and approve all project correspondence including RFI, modifications, change orders, pay applications, etc.
Coordinate temporary personnel relocations required to support capital projects.
Oversee campus facilities projects by managing the physical progress of all major and minor construction projects.
Represent the college at construction/renovation progress meetings.
Coordinate and schedule vendor activities for all capital facilities projects.
Assist architect/engineers, code enforcement officials, and insurance representatives in final inspection of construction work.
Coordinate necessary training, walk-throughs , and the building commissioning process.
Assist in the development of punch lists and warranty lists and provide follow-up execution.
Perform contract closeout for all projects.
Supervise College planning, design and construction personnel.
Perform other related duties and responsibilities as may be assigned by the Executive Director of Facilities Planning and Management.
Minimum of three years direct experience inspecting construction projects costing more than three million dollars.
Three years supervisory experience.
