Department Summary :
The Operations Division serves the four Tufts University campuses: the main Medford/Somerville campus, the Boston Health & Sciences campus, the School of the Museum of Fine Arts at Tufts and the Grafton Veterinary campus together encompassing 170 buildings and 5.1 million gross square feet. This division encompasses not only Campus and Capital Renewal Planning, but also includes peers in Capital Programs, Facilities and Engineering Services, Dining, Auxiliary Services, Public Safety, Real Estate, and related services. Together, these functions are responsible for the efficient, cost effective and safe operations of our university as well as the maintenance and management of our university assets to support our research and educational mission, vision and values.
Campus & Capital Renewal Planning strategically links planned renovations and expansion of University physical resources with academic, research, and clinic priorities and community life. We collaborate across the University to develop integrated, innovative, and feasible near- and long-planning solutions. As a service entity, Planning’s activities include, for example, collaborating with Schools and Divisions on programming efficient solutions to requests for space, developing projects for implementation by Capital Projects Managers, supporting the development of the University’s capital plan, leading master planning processes, responding to inquiries about existing space use, and providing information in graphic and data format with regard to campus properties. The department strives to use our physical resources to advance strategic goals for the University.
Capital Renewal at Tufts is a planned investment program addressing deficiencies in campus facilities, equipment and infrastructure. The program maintains a strategic 10-year capital renewal plan which allocates funds to projects in a cost-effective, transparent process driven by data analysis in addition to real-time feedback from stakeholders. The goal of a capital renewal program is to support the university’s strategic goals, while optimizing funds and modernizing the campus.
Tufts has set the ambitious goal to achieve carbon neutrality by 2050. Over the next three decades, the University must work to transform its energy system from one powered by fossil fuels to one powered by clean electricity and renewable fuels. A strategic pathway to carbon neutrality by 2050 requires not only a change in utility infrastructure, but also a comprehensive set of policies, guidelines, green building standards, and procurement strategies to guide decision making in ways that maximize value. To progress toward this goal, Tufts is developing a Carbon Neutrality Framework and Action Plan, a long-term pathway that supports short- and medium-term objectives that align with the University’s goals, priorities, and capital plans.
Job Summary :
The “Capital Renewal Manager” will lead long-range capital renewal planning and provide oversight of funds allocated to address Deferred Maintenance (DM) projects. Working in close collaboration with key colleagues in Operations (Engineering, Facilities, Capital Projects & Campus Planning), Schools/Division Leadership, and the Finance Division this position will identify, prioritize and address the most critical Deferred maintenance (DM) work across all campuses that meets the objectives of the campus academic, research and clinic missions.
This position will build upon existing systems of tracking, reporting and assessment of building systems, and develop new planning tools for management of campus horizontal infrastructure including integration of the capital renewal plan with the University’s carbon neutral goals. Reporting to the Director of Campus & Capital Renewal Planning, this position is expected to operate with a high degree of independence and initiative. In the future, this role may supervise 1 – 2 full-time academic professional personnel and/or part-time students.
Provide oversight of funds allocated to address Deferred Maintenance (DM) projects. Maintain 10-year capital renewal plan and database.
Develop strategies for identifying, costing, prioritizing and addressing the most critical work that meets the highest objectives of the campus teaching, clinical and research missions.
Play a key role in integration of 10-year capital renewal plan with University’s carbon neutrality goals
Utilize assimilated deferred maintenance information from the Facility Condition Index (FCI) data, and campus stakeholders to prioritize and recommend DM priorities to Senior Leadership for consideration and acceptance.
Drive the planning process to ensure that milestones are attained throughout the year. Set governance structure for developing the plan and establish regular visits to campuses with facilities directors and schools, allowing time for cost estimating and program scheduling, developing final annual plan.
Lead process of creating scope for facility condition survey in consultation with Facilities. In addition to buildings, evaluate infrastructure, landscape, access, life safety, energy. Manage exterior survey process including external consultants & results.
Work closely with Capital Programs to develop project scopes, creating efficient implementation strategies. Review capital project designs related to deferred maintenance items and update the condition assessment records as required.
Coordinate facility improvement and deferred maintenance plans with programmatic improvements identified by the Schools.
Work with the Engineering & Carbon Neutrality teams to develop tools for analyses and management of campus horizontal infrastructure including utility systems, circulation, parking, etc.
Develop quarterly reports to track program performance metrics and clarify the funding plans in the near and long term.
Communicate clear goals and desired outcomes to a variety of audiences; provide quantitative and qualitative graphic materials for decision making
Benchmark industry trends and recommends best practices for Tufts based on research
Develop a system for early cost estimating of capital renewal projects using in house data and outside cost estimating.
Work with the Campus Planning colleagues in the further development of existing building data to enable more in-depth analyses and reporting.
Collaborate with Operations Division colleagues to develop systems for organizing and maintaining building data relevant to space use, facilities maintenance, etc.
Update values in VFA database as projects are completed, project feasibility studies, and other surveys are completed.
Education: Bachelors’ degree in architecture, engineering, construction management, business, or comparable.
5-10 years’ experience working at a higher educational institution OR for an architectural, engineering or facilities management firm serving institutional clientele.
Experience in oversight of funding allocation across multiple facilities.
Proficiency in excel and database manipulation.
Moderate working skills and familiarity with AutoCAD, Revit, GIS and facilities management
Familiarity with local Building Codes, and Massachusetts ADA Accessibility Guidelines.
Excellent communication skills – graphic, verbal and written.
Ability to collaborate with technical professionals in a multidisciplinary environment.
Supervise 1 – 2 full-time academic professional personnel and/or part-time students in future.
