About This Organization

Alamo Colleges District (ACD) is a nationally recognized organization and the recipient of the 2018 Malcom Baldrige National Quality Award, the nation’s highest honor for performance excellence. In 2020, ACD won the Leah Meyer Austin Award given by the Achieving the Dream Network, recognizing the District’s holistic approach to reducing equity gaps between student groups.
Four of the five colleges in the Alamo Colleges District are named in Aspen Institute’s top 150 of the nation’s best community colleges, and Palo Alto College is among the top two in the country. The Alamo Colleges District includes Palo Alto College, Northwest Vista College, San Antonio College, St. Philip’s College, and Northeast Lakeview College, along with a number of off-campus locations throughout the San Antonio metropolitan area, serving an eight-county region with a total enrollment of over 68,000 students.
From ACD’s formation as a community college district in 1945 through decades of change and expansion, the District has worked to make higher education accessible and affordable for all. Today, these five colleges fulfill their mission with a vast array of certificates, courses, and 2-year degrees. ACD credits transfer to four-year universities for those pursuing advanced degrees, and workforce development and continuing education programs help individuals build new careers and meet the needs of businesses.
ACD is one of the largest community college systems in the United States and the fourth largest in Texas. San Antonio is the seventh-largest city in the nation with an estimated 1.5 million people, of which 60% are Hispanic. The District is representative of the community it serves, with a 73% minority population. In fiscal year 2019, 11,666 degrees and certificates were awarded.
ACD is a Hispanic-Serving System which includes the nation’s only college—St. Philip’s College—that is both a Historically Black College and a Hispanic-Serving Institution. The District is the nation’s third largest producer of Hispanic nurses and is one of Texas’ largest providers of online post-secondary education. A diverse international program brings Central American teachers and those from other regions to San Antonio for advanced education while affording students and faculty the opportunity to gain the skills to work in a global economy.
Over the past fifteen years, ACD has completed its 2005 CIP $450M program adding 24 buildings and 1.3M square feet and is in the process of constructing the 2017 CIP $450M and $90M maintenance tax note and grant/other funded construction projects. Along with significant growth and building expansion, ACD has been mindful to ensure proper maintenance and operations of those new assets.

Job Duties

Description of Work
Reporting to the Vice Chancellor for Finance and Administration, the Associate Vice Chancellor for Facilities and Construction Management is responsible for leading a department of 134 employees and third-party contracted services in the areas of housekeeping, grounds, maintenance, mailroom, and energy management in support of over 5.4 million square feet of facilities.

The position is responsible for management of architectural and engineering design, construction, and remodeling of Alamo Colleges District (ACD) facilities. The Associate Vice Chancellor directs the daily operations of the Facilities Department; supervises managerial and support personnel; monitors the operation of the central utility plant, facility, and grounds maintenance programs, projects, and architectural and design activities; as well as develops physical plant operational and administrative systems and procedures. The position represents ACD’s interests in meetings with external architectural, engineering, construction, contracting, and management firms and establishes short and long term departmental goals, objectives, and budgetary needs, while overseeing the ACD facility emergency program.

The role provides administrative support to the 2017 General Obligation Bond Construction Improvement Program (CIP) which is managed during the 2019 to 2023 construction period by an Interim Associate Vice Chancellor – CIP.

The selected candidate will oversee a Facilities Management budget of approximately $21M annually, preventive maintenance budget of $19M, and a Utilities Fund budget of $9M.

Essential Job Functions
Any one position may not include all of the tasks listed, nor do the examples necessarily include all of the tasks performed.
• Plans, organizes, and directs the day-to-day management of the Facilities Department’s maintenance and operations. Ensures that the department is delivering services in the most cost effective and transparent way.
• Supervises, plans, and coordinates the ACD construction programs and schedules to ensure compliance with constructing program requirements, budgets, and construction codes and standards. Closely manages construction manager at risk (CMAR) projects, including careful negotiation of amendments establishing guaranteed maximum price with attention to inclusion of all anticipatable project costs and cost-estimation management of general condition costs, rates and CMAR-performed work.
• Fosters effective communication and collaboration within the facilities organization while serving as a staff advocate who supports high quality, innovative programs to attract, develop, motivate, and retain a diverse workforce.
• Strengthens working relationships between the facilities management department and the campus community (faculty, students, and staff), achieving enhanced credibility and trust within and between the department and the Alamo Colleges District. Maximizes flexibility and responsiveness for all operations and services and fosters a strong commitment to customer service through the entire facilities area.
• Leverages technology, knowledge, and process management to continually increase the efficiency and effectiveness of the facilities organization. Introduces appropriate new approaches and techniques to build on ACD’s existing assets.
• Provides technical expertise to college administrators and staff regarding a variety of facilities management and construction programs. Develops and coordinates new construction and remodeling of ACD facilities including project design, feasibility studies, and identification and selection of architects, engineers, and contractors. Works closely with the Vice Chancellor of Finance and Administration in recommendation of new capital projects.
• Directs and participates in the preparation of bid specifications and related construction documents. Responsible for the evaluation of bids and proposals of architectural and engineering firms. Works closely with the Vice Chancellor of Finance and Administration to make recommendations regarding bids and proposals to the Chancellor and the Board of Trustees.
Directs district-wide programs including preventive maintenance, energy management, asbestos abatement, handicapped accessibility, health and safety, hazardous materials, and other areas. Liaise with regulatory agencies on coding, standards, zoning, and hazardous materials.
• Facilitates continuing long-term planning to ensure that campus renewal meets the evolving needs of the institution and remains fully aligned with the strategic direction of the ACD. Demonstrates commitment to resource stewardship from both an economic and sustainability perspective.
• Leads and supports sustainability objectives in both operating and capital programs that will enable ACD to fulfill its commitment to become carbon neutral by 2050.
• Prepares, recommends, and ensures conformance with Facilities budgets. Oversees and monitors the proper and appropriate usage of funds, personnel, equipment, supplies, and other resources. Develops appropriate documentation systems, procedures, and records to ensure program and project completion within fiscal constraints.
• Establishes and oversees a 24-hour/365-day facility emergency program designed to ensure positive and prompt investigation and response to real or potentially dangerous situations.
• Attends Board of Trustee, administrator, and management meetings to discuss departmental program and project status as well as future departmental plans and recommendations, in addition to supplying advice and technical expertise as required.
• Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in internal and external meetings and seminars. Must have excellent listening as well as oral and written communication skills in order to communicate with a diverse array of stakeholders and constituents within the ACD community network.
• Performs special projects and assignments as requested by the Vice Chancellor for Finance and Administration.
