Job Description:

The Chief Information Officer position is directly accountable to the Vice President of Business Operations & Finance for the following duties and responsibilities and is in a Position of Special Trust:

The Chief Information Officer (CIO) serves as the senior executive responsible for the strategic leadership, oversight, and management of technology services and digital initiatives at Northwest Florida State College. The CIO provides system-wide vision and direction for the planning, implementation, and operation of information technology resources to support teaching, learning, student success, institutional effectiveness, and administrative functions. This position ensures the security, efficiency, and alignment of technology infrastructure, enterprise systems, instructional technologies, and data governance with the College’s mission and strategic goals. The individual assigned to this position assumes duties and responsibilities, which require electronic accessibility for college business during non-college operating hours and/or when off campus during regular duty hours.

DEFINITION OF SPECIAL TRUST

Have access to confidential information and/or have the capability to create, delete, or alter records in any of the college student, financial, personnel, payroll, or related computer databases.

Leads the development and execution of a comprehensive technology strategy aligned with institutional priorities.
Collaborates with executive leadership and cross-functional stakeholders to prioritize technology initiatives.
Oversees digital transformation and continuous innovation in academic and administrative services.
Directs enterprise systems operations including Banner ERP, LMS, data management, and integrations.
Manages IT operations, network services, server infrastructure, and end-user support across all campuses.
Oversees the College’s cybersecurity framework, ensuring the confidentiality, integrity, and availability of systems and data.
Partners with internal teams to implement training, compliance monitoring, and incident response protocols.
Works closely with academic leadership to support teaching and learning technologies.
Supports distance education platforms and classroom technology standards across the institution.
Develops and manages the Information Technology budget, ensuring effective use of institutional resources.
Evaluates technology investments for ROI, scalability, and alignment with long-term needs.
Oversees large-scale technology projects and manages vendor relationships and contracts.
Ensures enterprise solutions are compatible, sustainable, and integrated with college architecture.
Leads efforts to ensure compliance with state, federal, and accreditation technology standards and data regulations.
Coordinates reporting and data analysis to meet institutional and regulatory requirements.
Leads and develops a high-performing IT team through recruitment, training, performance management, and mentorship.
Promotes a culture of collaboration, service excellence, and continuous improvement.
Authorize and oversees the deployment, monitoring, maintenance, development and support of all hardware and software based on institution wide needs.
Analyzes complex business needs presented by the user community and clients and recommends technical solutions.
Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing and service provisioning.
Recommend hardware/software enhancements as necessary to maintain an efficient and responsive server, networking, and computer-based systems.
Ensure that IT users are restricted from performing incompatible functions or functions outside of their areas of responsibilities. These efforts should include timely and effective evaluations to identify and remove any IT user access privileges that are unnecessary or incompatible with employee assigned duties. (This is a shared responsibility with Human Resources).
As a part of the college’s risk management tool annual mandatory compliance training is required.

SECONDARY RESPONSIBILITIES

Maintain network of educational institutions, formal or informal of nature, keeping new technologies and initiatives current
Perform other duties as assigned.

Required Qualifications

Requirements:

Master’s degree in computer science, information systems, or a related field; Doctoral degree preferred.
Minimum of 7 years of progressively responsible experience in IT leadership, with 5 years in a senior management role.
Experience managing ERP systems, preferably Ellucian Banner.
Proven expertise in network infrastructure, enterprise systems, cybersecurity, and instructional technology.
Strong understanding of higher education IT operations, compliance, and strategic planning.
