Robert M. Haelen is the senior vice chancellor for capital facilities for the State University of New York (SUNY) and general manager of the State University Construction Fund (Fund). Mr. Haelen has over 30 years of experience with SUNY.

As senior vice chancellor for capital facilities, he oversees the office of capital facilities, responsible for capital planning, environmental health and safety, energy management and residence halls, and hospital and community college capital programs. As general manager of the fund, Mr. Haelen is responsible for the Board of Trustees policy implementation, capital budget development and implementation, and leading Construction Fund professionals in the planning, design, construction, and funding of SUNY’s capital projects.

Mr. Haelen graduated with a B.S. in Psychology from New York University in 1981 and received his M.S in Accounting from the State University of New York at Albany in 1984. He formerly practiced as a Certified Public Accountant.
