Job Duties

The University of Maryland, Baltimore (UMB) is currently seeking a Lead Capital Budgets & Projects Planner to join the Office of Real Estate, Planning, and Space Management.

The Lead Capital Budgets & Projects Planner will be expected to support the Office of Real Estate, Planning, and Space Management on planning projects aimed at addressing UMB’s deferred maintenance backlog, space deficiencies, and programmatic needs.

In particular, the ideal candidate will be responsible for the planning and scoping for medium and large capital projects. This includes working with private architecture and engineering firms to complete the necessary State of Maryland capital budget request documents. The candidate will be responsible for coordinating with the Department of Budget and Management, the Department of Legislative Affairs, the Board of Regents, and the University System of Mayland’s central office to justify, explain, and elaborate on capital projects.

Primary Duties

  • Lead the planning and scoping of medium and large-scale capital projects that address deferred maintenance, space optimization, and evolving programmatic needs across the University. Lead implementation of capital budget projects and plans.
  • Serve as the university’s liaison in capital budget and project planning by coordinating capital project submissions, and developing State of Maryland Department of Budget and Management Part 1 and Part 2 Capital Programs.
  • Manage coordination and communications with key state and system-level stakeholders, including the Department of Budget and Management, the Department of Legislative Services, the University System of Maryland (USM), and the Board of Regents.
  • Assist in conducting planning studies including campus space planning. Assist in preparing alternatives analyses, and preparing program plan-specific facilities as needed by the campus.
  • Facilitate end-user engagement, and develop preliminary cost estimates and cash flows for proposed capital investments.
  • Assess project feasibility, scheduling, and phasing strategies for complex capital initiatives.
  • Assist in the preparation and submission of project justifications, legislative briefings, and supporting documentation to advance capital funding requests.
  • Participate in the development of competitive solicitations for capital budget projects in collaboration with design and consultant teams.
  • Perform other duties as assigned.

Required Qualifications

Education: Bachelor’s degree in regional or urban planning, architecture, engineering, construction management, or other related field.

Experience: Five (5) years of related experience, preferably in higher education or another large institutional setting.
