Overview:

The Mid-Atlantic Region of SCUP is hosting a one-day program focusing on the strategies and choices colleges and universities are making in order to move their campuses forward while meeting the needs of their students, faculty, administrators and the surrounding community.

To illustrate the creative strategies and collaborative choices colleges and universities are making, the program will include an overview on state and federal tax credit programs and how they can be alternate funding sources; recent examples of mixed-use development on campuses in Virginia; the role of a University's Foundation in building development on campus; and a discussion on development and creative funding strategies from a developer's perspective. Lessons learned will also be shared.

A special event is scheduled for lunch. A Thomas Jefferson impersonator from Colonial Williamsburg will provide Jefferson's perspective on higher education and the evolving role in its surrounding community.

New Funding Sources - Tax Credit Programs

Speaker: Brian Wishneff, president, Brian Wishneff & Associates
Brian Wishneff will launch our one-day event with a discussion of the use of state and federal historic tax credit programs; the new market tax credit program; and the renewable energy tax credit program to fund college and university development. Mr. Wishneff is recognized nationally as an authority on tax credits. His firm, Brian Wishneff & Associates, has successfully completed more tax credit projects for non-profits and governmental entities than any other consultant in the country.

The College of William and Mary New Town Development
Speakers: Jim Golden, associate vice president, Economic Development The College of William & Mary and Larry Salzman, managing director, New Town Associates, LLC
William and Mary's New Town is a mixed-use new-urbanism community involving 300 acres of land adjacent to the western side of the William and Mary campus, including an 80-acre town center (virtually complete) and a 65-acre business park (roughly half completed). The William and Mary Foundation has a half interest in the project. Golden will discuss the College's goals and evaluate outcomes to date and Salzman will describe the project's implementation and its current status.

Turning Public-Private Solutions into Reality
Speaker: John D. Keegan, vice president, Gilbane Development Company
Keegan will discuss real world examples of creative funding including real estate and capital planning methods utilized by three colleges to meet capital construction needs in times of shrinking traditional funds. Lessons learned will be compiled from the experiences at three colleges: Centenary College, Garrett College, and the Rhode Island School of Design.

The University of Virginia Foundation and the University of Virginia: A Distinct Relationship
Speaker: Fred Missel, director of design and development, The University of Virginia Foundation
The University of Virginia Foundation engages in real estate activities to support the University of Virginia's primary programs; provide an investment return; provide for the real estate needs of the University for the next 100 years; and improve the University's boundaries and entrances. Through a series of case studies of several development projects, the role of the Foundation in the design and development team will be explored and how each is distinct in its relation. Specific discussion of the role of the design and development team will be stressed through several case studies exploring the distinct relationship between the Foundation and the University.

Old Dominion University: Development of University Village
Speaker: Bob Fenning, Vice President, Administration and Finance, Old Dominion University
Since 2000, Old Dominion University and its Real Estate Foundation have initiated several larger scale developments, including the 13-city block ($320M) University village and several regional higher education centers. These projects have been public, private, and public/private ventures utilizing a variety of development and financing approaches, including New Market Tax Credits. This presentation will review the evolution of several projects as a way to identify a hierarchy of issues, prerequisites, and strategies for successful developments of any scale.
