Improving Emergency Preparedness Plans

Many gulf coast colleges and universities were dramatically impacted—or devastated—by Hurricane Katrina, and a ripple affect occurred throughout higher education. Hurricane Wilma struck Florida a few weeks later and caused serious disruptions.

Would your institution be adequately prepared to respond to a similar emergency? How would you continue providing service? What lessons can you gain from the experiences of these institutions that you could directly apply to your own institution's disaster mitigation planning? Even the most thorough emergency plans are constantly refined—shaped by new observations, growing reliance on technology, and a greater interdependence between the institution and the surrounding community.

Ideas from this program could help you reduce the vulnerability of your institution to hazardous events. It will help you anticipate how your surrounding community may view and rely on your own campus services and facilities during an emergency. One of the outcomes of Katrina was the heavy reliance of the community on services provided by colleges and universities.

Presenters will discuss their observations of the devastation, the impact on the campus from the community after the disaster, the rebuilding of their campuses, and the lessons and recommendations they have for your institution.

Handouts will include a copy of the PowerPoint, a variety of resource materials to help you with your vulnerability and hazard assessments, and other materials to support you in your planning and coordination with your surrounding community.

Webcast Moderator:

Brian Nedwek, webcast moderator Brian Nedwek is vice president of academic affairs of Maryville University of Saint Louis. He was vice provost managing strategic planning activity within the university's six colleges and schools at St. John's University in New York City (St. John's University has four campuses including one in lower Manhattan, blocks from the site of the bombing at the World Trade Center). He previously served as the dean of the College of Liberal Arts at the University of Detroit Mercy, and is a past-president of the Society for College and University Planning. He has authored several books and articles on higher education planning and consults on strategic planning, performance measurement and information technology planning. With more than 20 years of senior management experience in higher education planning, he has been a presenter at national and regional SCUP conferences, and has conducted dozens of successful workshops for planners in North America, Mexico, and the Middle East.

Panelists:

Eric N. Monday, panelist Eric N. Monday serves as the associate vice chancellor for Finance and Administrative Services at Louisiana State University (LSU). His executive responsibilities include the office of purchasing, graphic services, university stores, property management, trademark licensing, and contracted auxiliary services, an auxiliary comprised of the bookstore, dining, vending, tiger card office, tiger concessions and other contracted services. Monday was part of the management team that led LSU’s response to Hurricane Katrina. He is a member of the International Collegiate Licensing Association and the National Association of College Auxiliary Services where he serves as a member of the Business Partner Committee and the 2006 Annual Conference Program Committee.


Michael Ralph, panelist Michael Ralph is the assistant vice president for planning and research at The Southern University System, in Baton Rouge, LA. Currently he is engaged in post Katrina planning for mission continuity, the refurbishing and rebuilding of the Southern University of New Orleans. After earning a doctorate in higher education planning, management and administration from New York University, Ralph has held many senior positions in higher education. These include, president of the Leadership & Empowerment Center, a higher education leadership organization where his responsibilities included strategic planning for higher education, and disaster and emergency planning. He has also served as an associate vice chancellor for research and program development at North Carolina Agricultural and Technical State University. He is the author of the book Empowering Choices!
