HIGHER EDUCATION ASSET PROTECTION PROGRAM
FACILITY CONDITION ANALYSIS/ASSESSEMENT SERVICES

The Connecticut Department of Higher Education invites proposals from qualified consultants for Facility Condition Analysis/Assessment Services to be performed at the Community-Technical College System with its 12 campuses, Southern Connecticut State University and Charter Oak State College covering about 4.0 million gross square feet. The primary goal of the project is to conduct a comprehensive facility audit to ascertain the present condition of these public higher education facilities. Along with the audit would be the implementation of a full functioning web enabled software application and database for maintaining all inventory and project data, including various modeling and reporting tools.

Request for Proposals for Architectural and Engineering Services
Project: Biological and Computational Sciences Facility

BACKGROUND

The University of Alaska Fairbanks has created a health care initiative and identified research space needs. The new initiative requires additional space for lecture and laboratory courses in biology to support the nursing program and molecular biology. Pre-planning documents have been developed to identify the research space needs. A new facility to support the mission of the Arctic Region Supercomputing Center has also been identified. A new Biological and Computational Sciences Facility will include modern teaching and research laboratories, classrooms, office space and a National Institute of Health compliant animal vivarium to support the new programs. The Computational Facility will accommodate the functions of the Arctic Region Supercomputing Center. The Super Computer will not be relocated. Additional infrastructure to provide utilities to this new facility is also required.

SCOPE OF WORK

The selected consultant will have the responsibility of designing a new Biological and Computational Sciences Facility. Elements in the new facility will include: Biological sciences facilities, computational intensive support facilities, large animal surgery and animal quarters, and utilities infrastructure. Initially the consultant would design the facility through programming and pre-schematics.

The new biological facility features will include instructional labs and support space, research labs and support space, small animal vivarium, computer labs, P3 contained labs, freezer rooms, hazmat storage, lecture hall, classrooms, staff offices, graduate students space, storage and receiving area. A connection to the Arctic Health Research Building will also be required.

The computational facility will include instructional space with work stations/training rooms, smart auditorium, equipment laboratories, computer aided virtual environment and visualization lab. Additional office space will be required to house the relocated Arctic Region Supercomputing Center offices, which are currently located in the Butrovich Building. Approximately $10 million is available to support the computational facility.

A large animal surgery suite will be constructed in the Arctic Health Research Building. It will include a hydraulic table and overhead hoist, with high-pressure steam cleaning facilities. Additional features to be included in AHRB are: staff offices and support space, student smart classrooms and graduate student support space. This portion of the project will be in the West and South portions of the AHRB.

Campus utilidor extensions will be required to provide power, communications, steam, condensate, chilled water, RO water, plant air and domestic water.

It is estimated the gross area of the facility will be approximately 190,000 square feet, and total project cost may be between $70 million and $80 million.

The successful consultant will be required to start and stop the design process as funding becomes available.

The scope of consultant work includes:

    1. Assist the Owner in investigations and studies to better define the scope of construction

    2. Pre-Schematic Design: The preparation of schematic design studies consisting of drawings and other documents illustrating the scale and relationships of the project components for comment by the agencies. Construction cost estimate.

Supplemental funding will be required to advance to the following tasks:

    3. Design Development: The preparation of drawings and other documents to finalize and describe the layout, size and character of the entire facility in regard to materials of construction, structure, mechanical and electrical systems, and other essentials appropriate for this specialized facility.     4. Construction Documents: The final preparation of specifications and drawings to define and detail the scope of work, materials to be used, workmanship and construction schedule. Construction cost estimate.

FUNDING

Design and construction funding for this project is included in the University of Alaska’s FY03 capital request in the amount of $70 million. University of Alaska has dedicated funds to the planning of this project with the expectation of being able to complete programming and pre-schematics during this fiscal year.

CONSULTANT QUALIFICATIONS

The selected firm/team must have extensive design experience with research laboratories, bio/medical science facilities and computer facilities. It is anticipated that the following disciplines would be important in the project:

Structural

Architectural

Mechanical

Electrical

Cost Estimating

Asbestos Abatement

Laboratory Consultant

Computer Consultant

The selection of the consultant will occur through review of proposals from which up to five firms may be short-listed. The short listed firms will be interviewed and a final selection of one firm will be made. The short listing will be based on the information provided in the Federal Standard 254 and 255 forms of the Prime Consultant and Sub-consultants. Individual Form 255's may be submitted for each firm comprising the design team, or one Form 255 may be prepared encompassing the design team. In evaluating the design teams in the preliminary step, emphasis will be placed on the following criteria:

    1. Minority status (MBE and/or WBE) of Prime Consultant.

    2. Years of service of the Prime Consultant and Sub-consultants.

    3. Location of Prime Consultant and Sub-consultants.

    4. Appropriate staffing and related experience of the Prime Consultant and Sub-consultants.

    5. Related experience of project principal.

Final selection will be based on the interviews and information from references and will result from consideration of the following criteria:

    1. Proposed project organization.

    2. Project work plan.

    3. Project staffing; location of staffing.

    4. Relevant experience of the design team.

    5. Special qualifications/autocad capabilities/current workload.

    6. Cost control and scheduling skills of the consultant.

    7. Commitment of high-level staff participation.

GENERAL

Firms must clearly identify proposal with the project title. Six (6) bound copies of each proposal are required (these will not be returned). The following information MUST be included with each proposal:

    1. Letter of Interest, including:
      a. years of service of present firm,
      b. office locations,
      c. office breakdown including number of employees, their discipline and city location (if consultant has more than one office),
      d. location of project manager,
      e. organizational chart indicating staffing and staff location for this project, and
      f. minority ownership, and state in which it applies.

    2. General description of related experience.

    3. List of any sub-consultants, and the location of the office proposed to do the work.

    4. Federal Standard Forms 254 and 255 for the Prime Consultant and Sub-consultants.

    5. Copy of Prime Consultant's valid Alaska business license, or proof of application, at time of Proposal. (Note: All sub-consultants are required to have a valid Alaska Business License, or proof of application, at the time of proposal. Copies of licenses and/or applications will be required before a contract is awarded.)

    6. Proof of professional registration in Alaska of each individual who will seal and sign the design documents for the work done under each discipline.

    7. Evidence of ability to obtain necessary errors and omissions insurance. (Note: The Prime Consultant and Sub-consultants will be required to provide professional liability insurance in the amount of $1,000,000 under a Basic Practice Policy.)

    8. List of current projects in office, including contract amount and current phase.

STRATEGIC MASTER PLAN: PLANNING TO PLAN

PRIMARY GOAL:

Coast Community College District is requesting proposals from qualified consulting teams to develop a comprehensive strategic master planning process for our multi-college district and its institutional entities.
