  • “Planning for Post Disaster Recovery and Reconstruction” (book you can order)
    • U.S. Federal Emergency Management Agency
    • Although written for community planners for their roles in guiding, rebuilding and recovery after disasters, it might be of interest to risk and hazard recovery planners in higher education. It provides guidance to planners on how to plan for post-disaster reconstruction side by side with all the other players involved. Prepared by the American Planning Association and FEMA in 1998, the key theme throughout this report is the need to rebuild to create a community that is more resistant to future disasters. The report is filled with checklists, worksheets, a model recovery ordinance, and references to technical resources that are available to assist in implementing planning and construction techniques that will minimize future risk to natural hazards in both the pre- and post-disaster timeframes. It also includes guidance on developing a natural hazards element as part of a local, general or comprehensive plan. This document equips planners and all others involved in post-disaster reconstruction issues with the tools needed to create (or re-create) communities that will withstand most natural disasters.

    • U.S. Federal Emergency Management Agency
    • This October 2001 CD lists a variety of resources, along with points of contact for all Federal agencies that have mitigation resources available, training available from FEMA, success stories, and other tools to help build disaster resistant communities.
